A special convention has been demanded in the Congress considering that immediate reorganization within the party is necessary to address the issues raised by the Gen-G movement. According to Article 17 (1) of the constitution, a special convention has been demanded with the signatures of 54 percent of the convention delegates on the initiative of the young leaders of the Congress.
On behalf of the convention delegates, youth leaders Gururaj Ghimire, Devraj Chalise, Surendra Prasad Chaudhary, Subaskumar Pokharel, Ujjwal Baral, Ramesh Prasad Dhamala, Dikpal Shahi, Bharat Khadka and 17 others reached the party central office and registered a petition for a special convention.
They have submitted a letter to Acting Chairman Purna Bahadur Khadka about the reason for calling a special convention and a list of signatures of the convention delegates to Krishan Paudel, chief secretary of the party central office. They say that the limited decision of the Central Working Committee is insufficient for in-depth discussion and self-review of the party's policy, leadership and structure, so a regular or special convention is the only option at present .
A special convention can be called when it is not time for a regular convention or it is not possible to hold a regular convention immediately: Leader Gururaj Ghimire The number of representatives of the 14th Congress in the Congress is 4 thousand 743 . Among them, the number of those who died and left the party is 128. Leader Gururaj Ghimire said that the number of people who have signed the demand for a special convention has reached 2488. In this way, 53.91 percent of the total convention delegates have signed for the special convention. Sher Bahadur Deuba was elected from the 14th convention held in November 079 with 60 percent of votes. Shekhar Koirala, Deuba's competitor at that time, got 40 percent of the votes.
Although the chairman and his supporters are against it, the majority of the representatives have signed in favor of the special convention . Deuba has taken a break from the executive role even before the petition for the special convention was registered. Addressing the meeting of the Central Working Committee on Tuesday, he decided to appoint Deputy Chairman Khadka as the Acting Chairman.
In addition, Deuba also drew the attention of the Acting Chairman to hold the convention within the specified time . General Minister Bishwaprakash Sharma said that in the background of the majority of representatives standing in favor of the special convention, Chairman Deuba addressed the tone of the times and left the executive role. Sharma said that after the departure of Deuba, the responsibility of reforming the party in the new situation with moderation and unity, with moderate thinking and maturity, has come on their shoulders. The legitimate demands of the Gen-G demonstration should be addressed, Chairman Sher Bahadur Deuba heartily said without any emotion even though he himself was physically attacked, that 'we should rise above individual or group differences and find a way forward'. There was a majority in the working committee and it continues to be . But he gave the caretaker and left us all with the test of the upcoming journey,' said Sharma, 'respect from the heart for this act of addressing the voice of time . By absorbing this karma, now we have to get together in a new way . We will have the maturity to handle the responsibility of reconfirming the economic reliability in history with moderation and unity. There are two procedures in the Congress constitution to call a special convention. There is a provision that a central working committee can call a special convention if it deems it necessary . Another 40 percent of the convention delegates can proceed with the signature process. If there is a demand for a special general meeting with 40 percent signatures, there is a mandatory provision to call it within three months .
There is a provision in the constitution that a special convention can be called if there is an abnormal situation or an extraordinary situation in the country . Leader Ghimire said that especially when it is not time for the regular convention or it is not possible to hold a regular convention immediately, a special convention can be called. A special convention is a temporary arrangement made for a short period of time without taking it as a continuation of the regular convention. Such an exercise was done by the Congress in the year 2014 . In the year 2012, Suvarna Shamsher Rana was elected as the president of the Congress from the sixth session. Within two years of that, the Congress held a special convention and made BP Koirala its president. A special convention can revise policies and programs and it can elect the party's central working committee. However, it cannot conduct the election of the following committees.
With the signature of 54 percent of the representatives, the application for a special convention has been submitted and the countdown has started from Wednesday to take a decision to hold the convention within three months. Even though the application for a special convention has been registered, the central working committee has the facility to hold a regular convention. The term of the lower level committees has almost expired, while the term of the central working committee is ending from the coming 21st of November. "Our history of completing the Congress in a short time in the past confirms that this is possible." If this is not possible, we would like to request that a special convention be called according to Article 17(2) to deal with the current awkward situation," said the letter addressed to Acting Chairman Khadka, "A special convention is necessary to strengthen the Nepali Congress in a special political situation, to formulate policies according to public sentiment, to establish leadership with new energy and to rebuild the party according to democratic spirit . According to Article 17(2) of the Constitution, we strongly demand to call a special convention and decide on these matters through the wide participation of the convention representatives.'
The central working committee also has the option of holding a regular convention instead of a special one in November. If there is not a special but a regular convention, there will be a chance to reorganize the eight-level structure from the ward to the center and it will also give an opportunity to increase the representation of the Gen-G generation at the bottom.
Central member Madhu Acharya said that the topic of regular or special convention will be determined by the discussion in the meeting of the central working committee starting from Thursday. He said that the special convention should seriously review the current political crisis and take a decision to reform the party structure through the election of the central working committee, timely policy making and constitutional amendment.
Campaigners of the special convention believe that a convention is needed to improve the policies and structure to meet contemporary challenges by addressing the people's expectations expressed by the Gen-G movement and the demands of the young generation on August 23-24 from the special convention . At the peak of the Jain-G movement, an interim government has been formed, the parliament has been dissolved and general elections have been announced on February 21. In such an extraordinary situation, the Nepali Congress has to bear the historical responsibility as the leader of democracy and constitution . Regular activities alone cannot deal with this crisis . Firm leadership, timely policies and far-reaching decisions are necessary,' they say, 'How can we avoid this responsibility? If we miss this historic opportunity, the Nepali Congress will fall behind.' It is not certain whether the regular convention will be held within November. It's okay if it's regular. If it is not possible, we have submitted a petition with signatures today that a special convention should be called. The timeline for this process started on Wednesday,' says youth leader Dilliram Subedi, 'We believe that the central working committee will implement it after listening to the voice and feelings of 54 percent of the convention delegates.' It is not sure whether the regular convention will be held within November. It's okay if it's regular. If it is not possible, we have submitted a petition with signatures today that a special convention should be called. We believe that the central working committee listens to the voice and feelings of 54 percent of the convention delegates and implements it: Youth leader Dilliram Subedi
