What is the 11-point demand submitted by the National Land Rights Forum to the government?

National Land Rights Forum Nepal has submitted an 11-point demand letter to the interim government. The demand was submitted to the Minister of Land Management, Cooperatives and Poverty Alleviation Anil Kumar Sinha at Singhdarbar on Tuesday.

  President Lam Bahadur Darji said that there was a discussion with the minister in the ministry about the

demand. After the dissolution of the land problem resolution commission by the interim government formed after the Gen-G movement, the land management campaign for landless Dalits, landless squatter families and land registration campaign for unorganized settler families, which was carried out as a campaign across the country, has been stopped . Since 2046, the game of forming and collapsing commission has been going on . There are about 1.5 million landless and unorganized families across the country.

They submitted an application to the commission for land registration and land management. With the disbandment of the Land Commission, Darji, the chairman of the platform, said that the management of the landless has stopped. Acknowledging the demand letter of the

platform, Minister Sinha said that even if the structure of the commission is removed, the ministry will continue to be active in solving the problems of landless Dalits, landless squatters and unorganized residents. Minister  Sinha said, 'We will try not to let the work and process of the current commission reach zero.'

What is in the 11-point demand ?

1. Why was the land problem resolution commission abolished? The reason for this should be made public. If the work was not as intended, the officials and employees should have been investigated and removed. If it is because of bullying, then the bully should be brought under the scope of action .

2. Providing land to landless Dalit and landless Sukumbasi families and stopping the land management of unorganized residents in any way will be wrong.  All this should be a regular work of the government . Therefore, this important work, which is a priority of the ministry, should be done immediately and regularized by a commission, working group or committee or any regular structure. 

3. Data, evidence and records collected at the local level should be preserved until a regular structure is in place. The local level should be informed in writing to regulate the land branch and the manpower kept and to save all the records. Do not stop the work of entering the collected data into the management system and verifying it from the local government under any pretext.

4. It should be ensured that the minimum limit of land for providing housing and agriculture to landless families is not reduced. 

5. Ensure the land rights of farmers families deprived of land rights including Birta, Guthi farmers, Mohi, Harwa Charwa.

6. It is wrong to publish a notice in the gazette on 11th January 2080 and open the exemption land registration. There has been widespread abuse of government land by allowing land to be registered even when there is no inalienable enjoyment on the basis of a person using power to survey it. Therefore, the exemption land registration should be closed immediately.

7. Ensure the right of landless and unorganized citizens not to be forcibly displaced.

8. Simplify the service flow from the shipper and surveyor and put an end to the corruption and bribery in that office.

9. The land exceeding the limit should be implemented and distributed to the landless Dalits and squatters.

10. It should be guaranteed that there will be no hindrance in the case of landless and unorganized residents of Madhyavarti area.

11. Districts with land distribution problems should complete land distribution within the specified time.
