Political parties have said that even though the election has been announced, the government has not created an environment for it. They asked the government to first create a fear-free environment for the elections, saying that elections held in an unsafe environment cannot be fearless, fair and free.
In the all-party meeting called by President Ramchandra Paudel on Friday, the leaders of the parties represented in the dissolved House of Representatives said that if the election is to be held on February 21, the government should create an environment of trust with sincerity. They raised questions about the government's failure to improve the law and order situation. They say that the election environment cannot be created unless peace and security is guaranteed.
Although none of the leaders said that they would not participate in the election, they repeatedly raised questions about the election environment. Some even claimed that elections cannot be held in such an environment. The leaders of the parties participating in the meeting emphasized that the government should take the initiative as the common people still have doubts about the elections.
According to meeting sources, UML General Secretary Shankar Pokharel was strongly presented on the issue of peace and security. He said that the events of 23 and 24 August should be looked at separately. On August 23, there was a movement of Zen-ji. The demonstration turned violent. Force was used by the government. Let it be investigated, fine. However, the incident of 24th August cannot be connected with the same," he said. "The incidents of the second day are robbery, arson and dacoity. It should be viewed accordingly. Those involved in it should be punished. He said that until those who created chaos, murder, arson and looting on 24th of August are punished, the trust of the common people in peace and security cannot be restored.
Congress Vice President Purna Bahadur Khadka also raised serious questions about law and order in the situation of police weapons being stolen and prisoners escaping from jails. He said that the declining morale of the police is also a challenge for peace and security. Although he is in favor of Congress elections, he insists that the government should work reliably. The government has not created a suitable environment. There is fear in the society. There is doubt as to how elections can be held in such a situation," he said.
UML leaders say that the chairman of the commission of inquiry formed by the government, Gauri Bahadur Karki, is embroiled in controversy. Sources claim that the leaders of Congress and UML have raised questions about the legitimacy of the government, announcement of elections, etc., pending legal trials. Mentioning that there is an atmosphere of panic in the society, UML Senior Vice President Ishwar Pokharel said that there is no situation to go to the elections in a fair, peaceful and confident manner. "Now there is an atmosphere of panic. There is doubt whether the election will be held or not. Even if there is an election, there is no guarantee that it will be fair, peaceful and rigged," he said. Starting the
meeting, President Paudel said that elections are the only option to protect the country, people, democracy and the constitution. He also urged the parties to focus on the House of Representatives elections scheduled for February 21. Paudel urged the parties not to consider the option of elections. The President's press advisor Kiran Pokharel said that the President drew the attention of the government to the parties to participate in the elections and to address the security concerns raised by the parties.
In a press note issued by the President's Secretariat, Prime Minister Karki has said that the government is clearly aware of the fact that elections will not take place without the participation of parties. He said that the government will arrange peace and security for free, fair and fearless elections. "Jen-jis are the sons and grandsons of all of us, so we should understand why they expressed such dissatisfaction today and move forward by embracing the changes," said the Prime Minister, "The government is committed to holding free, fair and fearless elections by maintaining peace and security." We hold elections at the appointed time. The parties will participate in the elections. Therefore, the parties should cooperate to create an environment for the elections,' said the leader, quoting the statement of Prime Minister Karki.
After the parties emphasized the issue of peace and security, President Paudel repeatedly drew the attention of the Prime Minister and the Home Minister. After the opinion of the leaders, President Paudel said that since the government has committed to create an environment for the elections, the parties should also play a positive role for the elections.
After a month of Gen-G movement, for the first time there was a dialogue between the government and political parties under the leadership of the President. The meeting was attended by all ministers including Prime Minister Karki and leaders of the parties represented in the dissolved House of Representatives.
President Paudel called an all-party meeting at Prime Minister Karki's request. Prime Minister Karki along with Finance Minister Rameshwar Khanal and Information Technology and Communications Minister Jagdish Kharel reached Sheetal Niwas to meet President Paudel on Thursday. Prime Minister Karki asked the government, political parties and the parents of the country, including Gen-G, to create an atmosphere of discussion with the parties. After that, the President's Office called the parties represented in the dissolved House of Representatives. Top leaders of Congress, UML and Maoists were not present in the meeting. According to the President's Office sources, the second-level responsible officials were asked to send the news as soon as the news was sent.
Maoist Senior Vice President Narayankaji Shrestha said that the government should be sure that it can hold elections on the date announced by itself. The government itself decides whether the election will be held or not. To say that we will hold elections at the appointed time, we must first create an environment," he said.
Although there is no difference between the parties regarding going to the election in principle, General Secretary of the United Socialist Party, Ghanshyam Bhusal, who participated in the meeting, expressed doubt that the election would be held at the appointed time. Congress Vice President Purna Bahadur Khadka, General Minister Gagan Kumar Thapa, UML Senior Vice President Ishwar Pokharel, General Secretary Shankar Pokharel, Maoist Senior Vice President Narayan Kaji Shrestha and Secretary Varshman Pun, National Independent Party Acting Chairman DP Aryal and Joint General Minister Bipin Kumar Acharya participated in the
meeting. The representatives of RPP, Integrated Socialists, JSP, JSP Nepal, Janmat, LOSPA and Nemkipa also participated in the meeting.
