Congress-UML still undecided about the election

The political parties represented in the dissolved House of Representatives have not yet been able to form a common opinion about the upcoming political 'roadmap'. Although a month has passed since the date of the House of Representatives election was announced, the two main parties, Congress and UML, have not decided on the election.

The interim government formed under the leadership of former Chief Justice Sushila Karki after the collapse of the Congress-UML coalition government by the Gen-G movement has already started preparations for the House of Representatives elections to be held on February 21.

Maoist, RSWP, United Samajwadi Party, Jaspa Nepal and other parties have already decided to go to the election. Within the Congress, there is a strong opinion that elections should be held, but there is also a debate on the restoration of the House of Representatives. In UML, there are both opinions that there should be an election and that there should be a judicial trial of the dissolution of the House of Representatives.

Congress, UML and Maoists agreed to make former Chief Justice Karki the Prime Minister after the Gen-J movement. But then they are divided over the dissolution of the House of Representatives, elections and the functioning of the government.

The UML is protesting that the government stopped the then Prime Minister and UML President KP Sharma Oli and Home Minister and Congress leader Ramesh Akhtar from traveling abroad and prohibited them from going out of the Kathmandu Valley without permission. The government is looking for a legal basis to arrest Oli and the writer. Oli and Congress president Sher Bahadur Deuba understand that the government is trying to take political revenge. 

President Ramchandra Paudel is suggesting to the leaders of all political parties including Congress, UML, Maoists to go to the elections through informal meetings. Paudel is warning that if the election is not held, there may be a crisis on the system and the constitution itself.

Congress Vice Chairman Purna Bahadur Khadka, General Ministers Gagan Thapa and Vishwaprakash Sharma and Central Member Gyanendra Bahadur Karki met President Paudel on Monday. In the meeting, Poudel asked not to consider the option of elections. The Congress leaders said that the government formed with the 'mandate' of the election could not create a political environment for it. 

Most leaders in the Congress are in favor of going to the polls. But some leaders say that if there is a situation where elections are not held, the parliament may be restored as an alternative. Congress leader Krishna Prasad Sitaula has been holding the opinion that the party should take up the agenda of restoring the parliament. A few days ago, he also informed Chairman Deuba about this.

Leader Vimalendra Nidhi flatly rejected Sitaula's proposal. He said that there is a risk that the Constitution, the system and the system will be in crisis if the Parliament is going to be restored. "I am not in favor of the restoration of the parliament, to preserve the current arrangement, system and achievements, we must prepare for the election," he said.

Deuba central member Shyam Ghimire said that the agenda of the restoration of the House of Representatives will be discussed in the central working committee meeting to be held on October 26. The first priority is the election. In the question of what to do next if the election is not held, the agenda of restoring the parliament will come up,'' he said. At such a time, it is being discussed that the Congress should proceed with the issue of elections and restoration together.' 

Congress General Minister Gagan Thapa and Vishwaprakash Sharma are in favor of going to the polls. Leader Shekhar Koirala has also stood in favor of elections. He said that the party should go to the election under a new leadership. Congress and UML are preparing to make a formal decision about the election in the central committee meeting to be held within this month. Congress and UML also have preconditions for going to the polls. For example, they argue that action against the then prime minister and home minister will be 'political revenge' without the report of the commission formed to investigate the incidents of 23 and 24 August. 

After the dissolution of the House of Representatives, eight parties including the Congress, UML, and Maoists issued a joint statement calling it against the constitution. But the Maoists, Unified Socialists, JSP Nepal have been positive towards the elections. They have asked the government to create an environment for elections. 

In the Maoist Secretariat meeting, Chairman Dahal concluded that it would be appropriate to go to the election saying that the restoration of the House of Representatives would not satisfy the spirit of the Gen-G movement. "Now we will not return to the restoration of the parliament, it is appropriate to go to the elections and get a fresh mandate," he said in the meeting. After that, the officers' meeting decided to go to the election. He also said that he is in discussion with Congress and other parties.  According to

leaders, informal dialogues have been going on between Congress-UML, Congress-Maoist and other parties at different levels recently. There has been no joint meeting between the top leaders of the old parties since August 24. Deuba was attacked by protesters at his residence Budhanilkanth on August 24. After being treated in the hospital for about two weeks, he moved to Dera. 

UML President Oli is in Dera at Gundu in Bhaktapur. His house in Balkot was burnt down by the protestors. Oli has not come out of Gundu. He held a secretariat meeting in Gundu. He has continued meeting with party leaders and workers there. Maoist President Pushpa Kamal Dahal, United Socialists President Madhav Kumar Nepal are constantly participating in public events.

Maoist President Pushpa Kamal Dahal had a telephone conversation with Congress President Deuba last week. He was of the opinion that it would be appropriate to go for a fresh election in the changed political situation with Deuba. "The constitution can be protected only through elections and the country's politics can also be brought in the right direction," said Dahal. A close leader also informed that Deuba and Dahal had expressed that the dissolution of the House of Representatives was wrong. According to the leaders, Deuba and Oli are still in favor of reviving the House of Representatives.

UML Deputy General Secretary Pradeep Gyawali informed that the parties are in informal dialogue about making a common opinion. The parties are in contact and coordination. Parties agree on what the next roadmap will be. Congress and we are meeting. Then a common perception is formed,' he said. 

Gyawali said that since the eight political parties in the dissolved parliament concluded that the dissolution of the House of Representatives is not in accordance with the constitution, it needs to be constitutionally tested. "Since the dissolution of the parliament has been declared unconstitutional, there should be a constitutional test somewhere," he said, "the court may raise questions about it." The parties are still holding the 2079 referendum. This public opinion cannot be ignored until the next election,” he said. UML Vice Presidents Yuvraj Gyawali, Surendra Pandey, Secretary Gokarn Bista and other leaders are in favor of going to the polls. They say that the constitution will be protected through elections. 

Maoist Vice President and Spokesperson Agni Sapkota also informed that there is an informal dialogue between the parties. The official meeting of the United Samajwadi Party has formally requested other parties to create an environment for the elections. Vice President and Spokesperson Prakash Jwala said that it is necessary to make a common opinion by discussing between the parties to complete the election at the appointed time. 

JSP Nepal President Upendra Yadav said parties cannot run away from elections. He said that the parties should be prepared to campaign for elections on the announced date, otherwise they will face a struggle. "We should be prepared to fight the election and if there is no election, we should be prepared for the struggle," he said. "Why should the parties run away from the election?" We should go to the elections and get a fresh mandate.

President Yadav said that efforts are being made to form a common opinion between the Madhesh-centric parties and the Federal Democratic Front. Ramesh Prasain, the co-spokesperson of the RSVP, informed that the party has started the discussion on the method of selecting candidates from the competition and creating a blueprint for the country.
