22-year-old Rebika Khatri of Udaipur Chaudandigarhi Municipality-6, Satdhari, who was injured by the police during a demonstration by supporters of the monarchy in Thinkune, Kathmandu on March 15, has now returned home after four months of treatment. During his treatment, the family spent more than 14 lakh rupees. But the government, which announced that it would take over the treatment of the injured, has not given a single rupee.

"During the purchase of medicines that were not available at the hospital where she was treated, and because of eating out with Kurua, more than 1.4 million rupees were spent on her daughter's treatment. According to the government rules, we could only claim a bill of 896,000 rupees," said 50-year-old Tulsiram Khatri. He went to the Ministry of Health through the hospital. But till now not even a single rupee has been received . According to the bill, the family spent 658,000 rupees in the Civil Hospital and 238,000 rupees during treatment at the Tribhuvan University Teaching Hospital.

'Even though the bill for the amount spent has been submitted to the government, not a single rupee has been refunded for the treatment expenses. I sought a loan for treatment at the rate of three hundred and three. Dasain is approaching and I have not been able to pay the neighbor's loan and interest," he said while crying on the phone, "There is no joy in celebrating Dasain at home. Our hope is with the government. There is no other option to pay so much money.'

Khatri family is happy because their daughter can walk. However, everyone is worried about how to reduce the debt burden. Now Rebecca's elder sister Anita and brother are in Japan after finding it difficult to meet household expenses. Two years ago, Tulsiram also spent 7 lakhs for treatment due to accumulation of water in his lungs. Rebekah's mother has to take regular medicine . After Rebecca was shot, the small dairy operated by her family in the village has also been closed. The Khatri family's land is not enough to eat all year round . On 15th of Chaitra, Rebekah, who was seriously injured by a gunshot while returning from doing accounting work at a food shop in Narefant, was treated in the hospital for 4 months. 

Dilli Prasad Luintel of Lokhark, Temkemaiung Rural Municipality-9 of Bhojpur is in the same problem as Rebecca's family due to the debt incurred during the treatment. On the same day, Luintel was also shot in the stomach. After three months of treatment with two intestines outside the stomach, he has returned to work . For the treatment, Luintel brought a loan from the village at the rate of 100 two cents. He said that he submitted a bill of 210,000 for the refund, but more than 300,000 was spent during the treatment. His father is disabled . His mother has passed away due to cancer. His two brothers study in the village school. Sister has stopped going to college for family reasons . Now the responsibility of the family is on Dilli Prasad's shoulders. That's why he has returned to his old job . I work at the bus counter. It's Dasain time, I'm working as hard as I can to see if I can earn even a couple of rupees,'' he said, 'I have to pay for my medical debt and the Dasain expenses of my family.''

During the protest, Avenues television journalist Suresh Rajak and 29-year-old Sabin Maharjan of Kirtipur-4 were killed, while 20 protesters were injured by police firing.

Ministry of Health spokesperson Dr. According to Prakash Budhathoki, the documents with the bills received from the hospital were burned during the demonstration on August 24, so the payment process has to be started again. Budhathoki said, "We asked all the hospitals for the details with the expense bills and took them to the Ministry of Finance." The document process had to be done from the beginning.' According to him, the details of the injured were requested from all the hospitals and submitted to the Ministry of Finance for the withdrawal of about 40 million rupees. "Even if the bills in the ministry are burned, the hospitals have copies of them, we will proceed with the demand from the hospitals again," he said to Kantipur. According to Budhathoki, after the Ministry of Finance said that the process of all the injured would be carried out at once, the Ministry of Health delivered the document to the Ministry of Finance only after all the patients were discharged.
