According to the security experts, this incident has happened because of the lack of preparation regarding the preparation, strategies to be adopted during the event and the possible steps after the event, focusing on the performance of the Gen-G group.

19 youths were killed by police firing during a protest called by Jen-G on Monday demanding 'the agenda of good governance and the opening of social networks closed by the government'.
According to information received from the police and various hospitals, 17 people died in Kathmandu and 2 in Sunsari. Most of the dead were shot in the head and chest. More than 400 people were injured.
In Monday's incident, it has been found that the police-administration made serious mistakes in security management and crowd control. This is not the first incident of this kind of lapse by security management. According to security experts, in Monday's incident, as in the previous two incidents in Balkumari and Tinkune, there was serious negligence on the part of the police and administration in security management and crowd control.
On January 13, 2080, the government used excessive force to quell the discontent created when young people who had passed the language test under the Employment Permit System (EPS) could not go to Korea in time. Birendra Shah and Sujan Rawat were killed in Lalitpur's Balkumari-Gwarko area when the police opened fire on the demonstration of youth who had passed the language test.
After the death of two young people, the government provided financial support to the family, but what was the justification for using excessive force to suppress the protest? Where did security management go wrong? And the home administration never considered it necessary to take any precautions to prevent the recurrence of similar incidents in the days to come. To curb the incident, the then SSP of Lalitpur Siddhivikram Shah and Chief District Officer Rudra Prasad Pandit were pulled from their duties, DSP Umesh Lamsal was suspended. There was no discussion on the weaknesses in security management.
On 15 Chait 2081, the police used excessive force to suppress the demonstration held by the royalist group in Tinkune area. If permission is given to organize the demonstration from the district administration office in Kathmandu, what form will it take? There was no estimate of what kind of people would be present at the demonstration. The police-administration ignored it. Before the protest started, Savin Maharjan of Kirtipur was shot dead by the police in the middle of the angry crowd, while Suresh Rajak, a journalist of Avenues Television, was found dead in a burnt house near the protest site.
Demonstration erupts and mobs turn to looting/arson crimes. On the other hand, the government continued to publicly claim that the use of force was 'justified', calling the protesters 'anti-regime'. In this unpleasant and tragic incident, the government got away with the burden of blame on Durga Prasai, Rabindra Mishra, Dhaval Shamsher Rana. But the home administration did not consider it necessary to review the negligence seen in the security management. The cases filed against the accused for crimes including treason are still pending in the court.
Although the cases of corruption are being made public one after the other, the anger of the common people is increasing due to the lack of initiative from the government to stop it. Since such angry expressions are voiced from the streets to social media, the last time on 19 Vad (September 4), the government banned Facebook, X (Twitter), WhatsApp,
After shutting down 26 social networks including YouTube, the government was protesting from the public level.
After that, the anger towards the government increased and the Gen-G group took permission from the district administration office Kathmandu and on Monday, they demonstrated in Maitighar-Baneshwar. 19 youths have been killed by the police when the home administration has given permission to demonstrate at the specified place according to the request of the Zen-G group and did not manage the security arrangements and targeted the possible 'movement' of the protestors accordingly.
According to security experts, this incident has happened because of the lack of preparation regarding the preparation, strategy to be adopted during the event and the possible steps after the event, focusing on the performance of the Gen-G group. After the barbaric and excessive use of force by the government, the Home Minister Ramesh Akhtar has resigned from the post on Monday evening. Earlier, the suppression of the royalist movement was also criticized by the Home Minister and Kathmandu's Police Chief Vishwadhikari.
Although the officer was accused of failing to maintain law and order and manage the demonstration, the responsibility remained the same after being chosen by the Home Minister. After Monday's incident, the Home Minister, the writer, has been forced to resign. However, the Chief District Officer Chhabi Rizal and the Kathmandu Police Chief are out of touch with the media. Neither the police nor the administration were interested in informing about the incident.
The youth of the Gen-G group themselves were ready to protest out of unorganized anger, which the police and the administration could not strategize accordingly. In the distance from Maitighar to Baneshwar, there are physical structures of a personal and commercial nature ranging from government and public offices that are considered highly sensitive. In this distance, there are special courts, district courts, telecommunications, civil aviation authority, drug administration department, commercial buildings at Baneshwar Chowk and beyond that, the federal parliament building.
The administration has included the Federal Parliament Building in the protest-prohibited area since the past. In view of this sensitivity, in the past, demonstrations by royalist and other groups including Durga Prasai were prohibited around the Parliament building. When a group led by Prasar asked for permission to protest in Maitighar-Baneshwar area on 15th Chait, the administration did not give it there and pushed it to Tinkune-Koteshwar area. Since then Baneshwar-Maitighar protests have been declared prohibited, on Monday Gen-G was given permission to protest in this area. However, its sensitivity was not only ignored, the police and the administration failed to maintain security control over the protesters.
About 4,000 police personnel and more than 1,000 armed police personnel have been deployed in the field targeting the demonstration of Gen-G, both security agencies have informed. However, according to that, the security mechanism under the control of the barricade failed. Because of this, protesters entered the federal parliament building from Baneshwar and started shouting slogans and vandalism.
Former Assistant Secretary Phanindramani Pokharel, who has worked for a long time in the Home Administration, says that such tragic incidents occur because of not being able to properly assess the situation, learn lessons from past incidents and arrange security arrangements based on that. On the eve of such a protest that may go beyond what was imagined, the Ministry of Home Affairs should assess the challenges and give instructions to the administration and the police. Even those who go to the field should be sent away with the spirit of the performance. But that was not the case in Monday's incident," he said. "Crowd control was kept at the forefront with barricades, fire engines and water cannons. It also psychologically affected the protestors from becoming violent. On the other hand, having to deploy security personnel without telling them about hunger, thirst and water for hours and that anger is also causing unpleasant incidents.' The same situation was repeated on Monday. Bandhs, strikes and demonstrations have their own mechanisms of the police and the armed forces operating within their own chain of command. The mechanism to coordinate it in an integrated manner is the District Administration Office. Under the leadership of the chief district officer, there is a security committee with district level chiefs of all the four security agencies within the district. In such demonstrations, coordination between security agencies is done through this mechanism. The Local Administration Act, 2028 also determines the control of the security system over the
demonstration, the protection of people's wealth and the process of taking action according to the circumstances. Even so, if the situation gets out of control, there is a provision in the law to instruct the police to use force. However, in Monday's demonstration, security was not managed at all levels, nor was the use of force arranged accordingly, the youth died indiscriminately due to the indiscriminate use of force.
Former DIG Hemant Malla says that even the minimum requirements have not been met in terms of mobilizing resources and manpower to deal with the situation. "Only a few months ago, an unpleasant incident happened in Tinkune, two years ago, a similar incident happened in Balkumari, now both incidents have been repeated, but have we learned from the past in making strategies?" he said.
