The government has taken forward the process of establishing a welfare fund to provide relief to Nepali workers who go to India for seasonal work. The government has prepared to link the welfare fund through the employment service center at the local level.

 

The Ministry of Labour, Employment and Social Security is going to document Nepali workers going to India and join them in the welfare fund. For this, the Ministry is going to bring the 'Programme (Operation and Management) Procedure-2082 for joining the workers who go as seasonal workers in the welfare fund in India. To join the

fund, the employee's citizenship certificate, the citizenship certificate of the next of kin and proof of the amount deposited in the welfare fund will be required. The Foreign Employment Board is going to be given responsibility for the operation and management of this fund. Since 2065, the board has been providing welfare services to workers who go abroad for employment outside of India. 

Now, in countries other than India, if a worker belonging to the welfare fund dies, the family has been getting 10 lakh rupees as relief. The amount to be deposited in the fund and the compensation to be received have not been decided yet. The board will decide on this. Labor, Employment and Social Security Minister Sharatsingh Bhandari said that it is necessary to provide welfare services to Nepali workers working in the Indian labor market.

'Until now, Nepalis in the Indian labor market were not kept in foreign employment. The national immigration policy issued by the government has included it in formal labour,' he said, 'It is the responsibility of the government to provide welfare services to Nepalis who go to foreign employment as well as to Nepalis who go to India.'

According to the Ministry of Labour, arrangements are being made that workers going to India can join the welfare fund through their employment service center at the local level. This fund is kept under the Foreign Employment Board. "We are in discussion about the amount to be deposited to join the fund," said an official of the Ministry of Labor, "We are preparing to bring a procedure to join the fund so that the laborers going to India do not face any inconvenience and hassle." It proposes to address the risk up to 16 months after depositing funds for a financial year. The fund will perform welfare work as determined by the board, in case of amputation of a listed worker or if the worker has to be returned due to war, epidemic, or natural disaster, to defend and prosecute the offender accused of a serious criminal offense, in case of death of the worker, to provide financial assistance to the family of the deceased and to bring the body and the rights of the worker.

Because the government does not look after the workers working in India, the families of the workers who died have not received any relief or compensation from anywhere. The families of Gulria Municipality-2 Sangambasti Subas Damai, who went missing due to cloud-burst (Arighopte rain) floods and landslides in Kashipur and Paudigarhwal districts of Uttarakhand, India on July 21, have not received any compensation. 26 Nepali workers have gone missing in that incident. 

'When searching around the scene for four days, only the son's pants were found. As there was no hope of finding him alive, we returned home and did kiriya," said Som Bahadur Damai, father of Subas, "We have not received any compensation from the Government of India and Nepal." The Damai family has been living in a hut in Sangambasti in the forest area from Khairi Chandanpur in Bardia in 2058. The Uttarakhand government had announced to provide assistance of INR 500,000 in case of death due to disaster. They have not received that amount. Damai, who lives in a squatter settlement, said that Chitra Bahadur Paudel, the leader of Nepalese workers in Garhwal, did the work with the money left over from 10,000 baht for travel expenses.

The number of Nepalis working in India is not certain. According to the 2078 census, the number of Nepalis working in India is around 6 lakh. According to the census of 2068 before that, 37.5 percent of the Nepali population leaving Nepal was the destination of India. There are no details of seasonal workers going to India now. In order to document it, it is necessary to attach it to a separate welfare fund as a policy,' said Yuvraj Basnet, an internal employment expert, 'which needs to be made in such a way that regular contributions can be made to the fund.' According to labor expert Jeevan Baniyan, it is very challenging to keep the data of Nepalis going to India due to the long and open border.
