The Immigration Department is going to implement the foreign citizen registration and monitoring system from the 1st of October. The department has developed this system with the aim of assisting in the security of foreign nationals visiting Nepal, facilitation of information, possible crime control and tourism promotion.
The department has said that it is preparing to implement the system in two phases. In the first phase, it will be compulsorily implemented in star hotels within Kathmandu Valley from 1st October 2082. In the second phase, it will be applied to all star hotels, airlines, tour and travel companies, money exchange and other service providers from November 1st.
According to the director general of the immigration department, Ramchandra Tiwari, this system is going to be implemented to keep the information of foreign citizens entering Nepal in the state records. He said, 'For whatever purpose foreign nationals come within our borders, their activities must be reported to the state.'
According to him, foreign citizens should be under the surveillance of the state for two reasons; First - the security of foreign citizens and tourists and the ease of rescue and relief provided by the state when necessary; Second- Easier to identify immediately if there is any activity contrary to visa or prevailing law, social value, political or economic taste in Nepal.
Director General Tiwari said that the system only includes organizations that monitor the activities of tourists and provide services. For example, hotels will only enter check-in and check-out information into the system. He said, 'It is not a matter for the state to find out what tourists eat or when they sleep.'
According to him, the provision has been made that the service provider organization should directly keep information in the department's system or can send information by connecting to its own system through API. The
department said that this system will inform the state about the whereabouts of the tourists when necessary until they return. Rejecting the suspicion that personal data will be misused, he said, 'All the details are with the department at the time of issuing the visa. What is added now is only a record of their movements.'
For this, a separate Robert system has been created from the point of view of cyber security, the department has also informed. The
department has requested all public and private organizations that provide services to foreign citizens to join this system compulsorily. According to the department, the system is going to be implemented with the aim of keeping the state informed about all the movements and activities within the country for the enhancement of international reputation, national self-esteem and tourism promotion. For this, the monitoring committee of all 77 districts have been sent correspondence and regular monitoring will be done through the district administration office, the department informed.
