Singh, who participated in the government by leading the ministers from the Congress, is not seen to have a role in the government mechanism other than the role of acting prime minister in the government.

Congress President Sher Bahadur Deuba has been promoting his confidant Home Minister Ramesh Akhtar to the important role of Rajkaz. That is why Prime Minister Oli looks for the author in every decisive discussion. Even the other Congress ministers show more loyalty to the author than to Singh.

Similarly, Deputy Chairman Purna Bahadur Khadka, General Minister Gagan Thapa, Home Minister Akhtar and Foreign Minister Arju Rana Deuba are members from the Congress. Singh has been complaining not only about not being included in the

mechanism, but also that important meetings in Baluwatar and Budhanilkanth have not been called. A few days ago, questions were raised about Singh's role in the meeting of seven former office bearers of the party. Along with Singh, former office bearers Gopalman Shrestha, Bimalendra Nidhi, Krishna Prasad Sitaula, Vijayakumar Gachchdar, Shashank Koirala, Prakasharan Mahat participated. In the

meeting, the deputy prime minister, who took the leadership from the party, was not participating in the political mechanism and was not present in any government mechanism meeting. Singh himself informed that he had two 'one-to-one' conversations on this issue.

Deuba, who succeeded to become chairman for the second time due to Singh's support in the party's 14th convention, has complained that he did not get a role even though he sent Singh to lead the government on behalf of the party. A minister who takes leadership from the party has the main responsibility of coordinating between the government and the party and facilitating the work of the ministers. After being deprived of all those roles, Singh repeatedly complained, but Deuba did not pay attention.

Former Vice Chairman Gopalman Shrestha said, 'Prakashmanji may have a complaint in his heart for not getting a role, but I don't know if he disclosed it to the Chairman or not. A wrong message has been sent by not keeping the minister who will lead the government from the party in the mechanism. I asked the Speaker long ago why the Deputy Prime Minister who led the government from the Congress was not included when the UML placed Deputy Prime Minister Bishnu Paudel on behalf of the government.

Congress spokesperson Prakasharan Mahat also said that it is theoretically not good not to include the minister who leads from the party in the important decision-making process. There is a complaint within the party that Singh is missing even in the role of his own ministry. Singh, who has held important responsibilities like urban ministry, is being criticized for his presence and influence in the government. Allegations of misuse of the budget are also being made in the budget ministry program.

However, according to the leaders, Deuba has been giving roles not based on performance but on the basis of his confidants, as is currently the case with the Minister of Home Affairs. 'Party President Deuba has a tendency to place responsibility upon the shoulders of one person but not to trust other persons. For this reason, the network of employees in the Ministry of Home Affairs is stronger than that of the ministers. The effect of this has been seen in the fact that ministers are sometimes dragged into disputes or delayed in the work of home administration.'

According to an official of the Ministry of Home Affairs, although some significant work has been done on legal construction, other important works have been overshadowed due to the busyness of the Home Minister. 'Since the Home Minister is not able to give more time, he has not been able to pay attention to where and what the employees are doing. The visit-visa case is also a result of not being able to monitor the employees.'

Deuba's tendency to prioritize his close ones over other leaders is old. In recent times the circle has narrowed. A Congress functionary says,  'There is no other trusted person in the Deuba kitchen cabinet other than the writer. Therefore, it is necessary to advance the writer in important work within the party. Especially, apart from Foreign Minister Arju Rana Deuba and Home Minister Writer, it seems that Deuba does not have a trustworthy person in the kitchen cabinet.'
