The plan to remove the Deputy Speaker will not proceed immediately due to the controversy in the Congress

What you should know

Due to the controversy within the Congress, the ruling party backed away from the immediate removal of Deputy Speaker Indira Rana. With the mutual consent of Prime Minister KP Sharma Oli and Congress President Sher Bahadur Deuba, the MPs of their respective parties signed the resolution on August 3rd last while Deputy Speaker Rana was on a foreign tour.

When the Deputy Speaker was on a foreign visit, the proposal to remove him was not justified, after JSP Nepal, which is part of the government and outside the government, suggested that the two parties would continue to sign after returning home. Rana, who went to America on July 30 to participate in an NGO forum program, is returning on Friday. In the meantime, the Congress President Deuba hesitated after the pressure to not register the proposal within the Congress itself. Congress leader Shekhar Koirala, General Minister Gagan Thapa and Bishwa Prakash Sharma had met Speaker Deuba and requested him not to register any motion against the Deputy Speaker immediately.

Leader Shekhar Koirala five days ago in a 'one-to-one' meeting and General Minister Thapa and Sharma in a meeting called by Deuba said that Chairman Deuba backed away from his mood to move immediately, a Congress official said .

"Shekhar Dai clearly said to stop it as the removal of the Deputy Speaker will increase the dissatisfaction at the civil level and it will have a big impact on the elections to be held in Rupandehi on October 17." A central member close to Koirala said, "He has been assured that he will not do anything until the by-elections in Rupendehi."

In the Budhanilkanth meeting convened by Speaker Deuba on Monday, General Minister Thapa and Sharma also requested that no action should be taken against Deputy Speaker Rana, focusing on the by-elections.

On the night of 2nd of August in Baluwatar, based on the agreement reached between two top leaders, after the sudden increase in activity to remove the Deputy Speaker, Chief Minister Sharma made a strong comment in public. He commented that "it is not acceptable under any circumstances to cook in Baluwatar and get into Budhanil Kanth". Congress chief whip Shyam Ghimire said that no conclusion has been reached among the leaders, but UML chief whip Mahesh Bertaula said that after the question has been raised, the parliament should decide.

'The question that came to the Deputy Speaker is not a matter of the government . The subject of the Deputy Speaker in Parliament is . Not a reference to any minister and staff . Talking about this issue forever has not benefited anyone, it needs to be resolved," said Bertaula, "now  It is appropriate for the Parliament itself to decide on such things . As it is a matter of the Parliament, the Parliament has to decide on it.'

However, he said that there was no discussion between the two parties on this issue in the last time. "What the Congress is thinking, this matter has become a matter within the Congress Party, but it should not be seen as a prejudice that the Parliament, which monitors the government, should decide when questions are raised about officials who are part of the 'Big Six' like the Deputy Speaker. It has become a matter of the entire Parliament rather than a matter of a particular party.'

The ruling Congress and the UML are going to file a proposal with the main reason being the subject of the letter written by the Deputy Speaker to the American Embassy on the 'letterhead' of the Deputy Speaker with a request to move forward the visa interview date of five others who are not related to him. A year ago, the two parties had made a similar attempt . Even then, the parliamentary party was signed.  The

was stopped due to the opposition of leader Shekhar Koirala within the Congress and his refusal to sign. At that time, there was not even a guarantee of two-thirds of votes to remove him . However, this time Oli and Deuba informed their parties that in addition to Congress and UML, Jaspa, Janmaat, Jaspa, Nepal, LoSpa and Civil Liberties Party would reach two-thirds.
