According to the report of the committee formed under the leadership of MP Jeevan Pariyar to investigate the fraud in the provisions related to the 'cooling off period' included in the Civil Bill, Party Chairman Deuba wanted to bring Khatiwada back to the same role. Although Neupane is a member of the committee, he is the chairman of the parliamentary hearing committee. There is a provision that the chairperson of the committee should be made from the members of the same committee. Deuba has reached the decision to send Khatiwada as the Chairman of the Good Governance Committee and make Neupane the Chairman of the State Arrangements Committee despite the other members in the committee as options.

The Construction Materials (Management and Regulation) Bill is surrounded by other interests. Therefore, there is a lot of challenge for the new chairman to work," he said. 

Thani said that since the authority bill in 'coma' is still stuck in the committee, the challenge to move it forward lies with the new leadership.
