The fraud case of more than 22 crores in Umagouri Cooperative Society in Dhanpalthan of Morang has reached a complicated stage. The case has become more complicated after the Biratnagar High Court strictly ordered the defendants, who were released on normal bail by the District Court Morang, to demand a bail of Rs 1-1 crore.
According to the order issued by the single bench of the High Court Judge Bishnu Prasad Aryal on Thursday, Anjala Koirala, wife of Public Accounts Committee and UML MP Rishikesh Pokharel, along with members of the Board of Directors Santalal Khawas, Jyoti Baskota and former ward president Roshan Rajvanshi will have to pay a bond of Rs 1 crore each.
Earlier, the bench of District Court Judge Uddhav Prasad Bhattarai had ordered Anjala to be released on 10 lakh, Jyoti Baskota on 5 lakh, Suman Lohani on 2 lakh and Manoj Soni on 1 lakh on 24th of January. Against that order, the public prosecutor's office appealed to the High Court and demanded that the defendants be detained and investigated. After the
case reached the High Court, its process was not easy. Not only was the hearing postponed 13 times in three months, but it was also listed as 'not to be seen' once. On the 11th of Baisakh, after a difference of opinion in the joint bench of Judges Sridharakumari Pudasaini and Keshav Prasad Bastola, an appearance was scheduled in the bench of the third judge. At that time, Judge Bastola was of the opinion of asking for a bail of 1-1 crore, while Pudasaini gave the opinion that the order of the district court should be upheld. Finally, the bench of Judge Aryal gave a strict order confirming Bastola's opinion.
The investment of 8 thousand 842 shares of members was misused in a cooperative operating in Dhanpalthan Rural Municipality of Morang. A fraud case was filed against 26 people including Anjala last November after it was confirmed that Rs 2248 lakh 27 thousand was embezzled.
Anjala Koirala was a member of the board of directors of the cooperative at that time. RSDC Laguvitta based in Butwal had blacklisted the director along with him after the co-operative did not pay the loan.
