Congress President Sher Bahadur Deuba had said that Deputy Speaker Indira Rana should be removed as she did not have a majority in the Constitutional Council. President Deuba gave the briefing at the officials' meeting held at Budanilkanth on Tuesday morning.

Chairman Deuba  Prime Minister KP Sharma Oli informed the meeting that he complained that the government could not work because it did not have a majority in the Constitutional Council.

A Congress leader informed the meeting that President Deuba had already spoken to UML and had agreed with other parties for a two-thirds majority. Maoists, United Socialists, RPP and RSWP who are in the opposition did not support them but they did bifring in the meeting . The signature campaign was started after Chairman Deuba informed that he had talked with other parties Naupa, Janmat and Jaspa and they would reach two-thirds after their support. 

According to the constitution, a two-thirds majority of the parliament, i.e. 184 votes, is required to remove the Speaker or the Deputy Speaker. Congress has 88 seats and UML has 78 seats in the 275-member House of Representatives. These two parties have a total of 166 MPs. UML MP Top Bahadur Rayamazhi and Congress MP Mohan Bahadur Basnet are under suspension and will not be able to participate in the voting process. Therefore, only 164 MPs of Congress-UML can participate in the voting . 20 more MPs are needed for two-thirds. 

The Ashok Rai-led Janata Samajwadi Party has 7 seats, the Janmat Party has 6 seats, and the Democratic Socialist Party (LOSP) has 4 seats in the House of Representatives. The power coalition currently has only 181 seats with Congress 87, UML 77, Jaspa 7, Janmat 6 and LOSPA 4. For the remaining 3 people, NAUPA or JSPA Nepal or other opposition party MPs should be supported  Seen .

There is a constitutional arrangement in which the prime minister is the chairman of the 6-member constitutional council. The Council consists of the Chief Justice, the Speaker, the Speaker of the National Assembly, the Leader of the Opposition in the House of Representatives and the Deputy Speaker. The council has no representation from the ruling Congress.

Constitutional Council's equation is not favorable for the ruling party 

Prime Minister KP Sharma Oli is assured of support only from Speaker Devraj Ghimire of UML background. Leader of opposition party Pushpa Kamal Dahal, National Assembly Speaker Narayan Prasad Dahal from Maoist background and Deputy Speaker Indira Ranamar from RSVP background have been saying that Prime Minister Oli is not able to work because they are standing in different quotas. The Chief Justice is Prakashmansingh Raut.  As the equation of the Constitutional Council is not favorable for the ruling party, the process of appointment to the Constitutional Commission has not been started.
