Especially the students of Nepal Vidyarthi Sangh, which is close to the ruling Congress, and All Revolutionary students, which are close to the opposition Maoist center, have supported criminal and disorderly activities.

The revolutionaries vandalized and damaged the rector and registrar's office in the last week of July. The revolutionaries have been on sit-in at the Vice-Chancellor's office premises for the past 25 days, demanding to reduce the fees of the 4 departments that have been adjusted to the central department. During the sit-in, they chose the path of anarchy saying that the demand was not heard.

Moreover, since the appointment of Deepak Aryal as the vice chancellor on the 25th of June, there seems to be dissatisfaction and anger. On the day of his appointment, revolutionary affiliated students pulled down the name plate of the Vice-Chancellor and threw it away.

The president of Krantikari, Vijayaprakash Sapkota, complained that the university officials did not listen when the students protested with educational demands. "Student friends have been on sit-in for 25 days." Instead of fulfilling the demand, the officials have resorted to police administration, he said, "Despite negotiations, the university is not ready to fulfill the demand, but no agreement has been reached." Sapkota says that when the police used force and charged with batons, they resisted and vandalized.

The revolutionary has demanded that the fees of the Central Department of International Relations and Diplomacy, Conflict-Peace and Development Studies, Sociology and Gender should be adjusted. Although these subjects are conducted as independent programs, the department was formed last year. He said that Rector Khadge KC decided to merge his subject with the central department in Hachuwa and worked to protect the students.

"The fee of the adjusted department is 3/4 times more expensive than that of other departments," he said, "The sit-in will not stop until Trivi takes charge of it." Even though the university formed a committee under the coordination of Pashupati Adhikari, the head of the student welfare directorate, to negotiate with the revolutionaries, no agreement was reached.

The vice-chancellor, rector, registrar have not been able to attend the office regularly since June due to obstruction by the student organization. District Administration Office Kathmandu has also been requested to make security arrangements by letter, an official said. Interest groups have been pressuring a Maoist to get one of the posts of rector and registrar. Organizations close to the party, including revolutionaries, have increased the pressure by demanding the soon-to-be-vacated Controller of Examinations, Dean of Law Faculty, Head of Student Welfare, Monitoring and International Directorate. Officials say that most of the strikes are due to the interest of divisiveness and appointment rather than education.

In June, after being banned by the revolutionary university committee, except the vice-chancellor, the rector, registrar, service commission chairman and members were not able to go to the working room for about one and a half months. As a result, the Supreme Court issued an interim order on Wednesday to open the lockdown that had been ongoing for 34 days on June 18. The bench of Judge Nripadhwaj Niraula has issued an interim order in the name of Ministry of Home Affairs, Police Head Office and Police Circle Kirtipur not to lock/not to lock, to open/open if locked.

Advocate Mahesh Bhattarai and others registered a writ in the Supreme Court on Tuesday, demanding to open the locked offices of the vice-chancellor, rector, registrar, and service commission. Even though the university administration filed a complaint with the police to punish the culprits, the police and the administration let them go.

Partial professors' union also opened the lock only after the order of the Supreme Court . Due to teacher and student lockouts, disruptions, dharna jushus and other protests, the main administrative bodies of Terti University seem to be at a standstill since Baisakh. Last year, the students of Aneraswa University near UML started the disruption by protesting the door of the office of the then Vice-Chancellor Kesharjung Baral. Baral was prevented from going to the office because of the dharna for weeks.

Since Dharmakant Baskota was the Vice-Chancellor, the Navy had been working to block entry by saying it was prohibited. When the Navy was locked for almost 400 days . Vice-Professor Prem Chaane was attacked and injured in the university premises by a group that attacked him. When the Home Minister Balkrishna Khand showed no interest in opening the lockdown and taking action against those involved in the beatings.
