Tribhuvan University has always been in the grip of lock-down, vandalism, arrogance, political intrigue, abuse of power and power. From the beginning of 2082, the trend seems to be increasing again. One group after another has been blocking officials from entering the university.

There is a competition between the student organizations to fulfill their interests by making the officials uncomfortable rather than improving the educational environment . Especially the students of Nepal Vidyarthi Sangh, which is close to the ruling Congress, and All Revolutionary students, which are close to the opposition Maoist center, have supported criminal and disorderly activities.

The revolutionaries vandalized and damaged the rector and registrar's office in the last week of July. The revolutionaries have been on sit-in at the Vice-Chancellor's office premises for the past 25 days, demanding to reduce the fees of the 4 departments that have been adjusted to the central department. During the sit-in, they chose the path of anarchy saying that the demand was not heard.

Moreover, since the appointment of Deepak Aryal as the vice chancellor on the 25th of June, there seems to be dissatisfaction and anger. On the day of his appointment, revolutionary affiliated students pulled down the name plate of the Vice-Chancellor and threw it away.

The president of Krantikari, Vijayaprakash Sapkota, complained that the university officials did not listen when the students protested with educational demands. "Student friends have been on sit-in for 25 days." Instead of fulfilling the demand, the officials have resorted to police administration, he said, "Despite negotiations, the university is not ready to fulfill the demand, but no agreement has been reached." Sapkota says that when the police used force and charged with batons, they resisted and vandalized.

The revolutionary has demanded that the fees of the Central Department of International Relations and Diplomacy, Conflict-Peace and Development Studies, Sociology and Gender should be adjusted. Although these subjects are conducted as independent programs, the department was formed last year. He said that Rector Khadge KC decided to merge his subject with the central department in Hachuwa and worked to protect the students.

"The fee of the adjusted department is 3/4 times more expensive than that of other departments," he said, "The sit-in will not stop until Trivi takes charge of it." Even though the university formed a committee under the coordination of Pashupati Adhikari, the head of the student welfare directorate, to negotiate with the revolutionaries, no agreement was reached.

The vice-chancellor, rector, registrar have not been able to attend the office regularly since June due to obstruction by the student organization. After continuous vandalism, lockdown and obstruction, Trivi has repeatedly requested the government to arrange security arrangements. After the Navy Union, revolutionaries and others started vandalizing and obstructing the officials, the University administration has written a letter to the district administration office Kathmandu and demanded security.

District Administration Office Kathmandu has also been requested to make security arrangements by letter, an official said. Despite requests to Prime Minister KP Sharma Oli, Home Minister Ramesh Akhtar and Education Minister Raghuji Pant for security, such incidents have not been stopped. Last year, when the Navy Sangh vandalized, then education minister Vidya Bhattarai publicly appealed to the home minister to arrange peace and security. His secretariat said that after the protection of the home minister himself, he had to publicly demand for the security of the university.

Although the police arrested the activists of the revolutionaries involved in the vandalism, they left the same day in the evening. The revolutionary, who has himself engaged in sabotage, has issued a statement and claimed that the peaceful movement was suppressed. The revolutionaries claim that they are oppressed by mobilizing the police without taking any initiative to fulfill their demands.

Although there was a sit-in at the Vice-Chancellor's office, the Rector's and Registrar's offices were vandalized. Experts say that despite showing educational demands, revolutionaries internally want a share in office bearers.

Interest groups have been pressuring a Maoist to get one of the posts of rector and registrar. Organizations close to the party, including revolutionaries, have increased the pressure by demanding the soon-to-be-vacated Controller of Examinations, Dean of Law Faculty, Head of Student Welfare, Monitoring and International Directorate. Officials say that most of the strikes are due to the interest of divisiveness and appointment rather than education.

In June, after being banned by the revolutionary university committee, except the vice-chancellor, the rector, registrar, service commission chairman and members were not able to go to the working room for about one and a half months. Even before the appointment of Vice Chancellor Aryal on June 25, they went into lockdown. Even though the lock was opened by the order of the Supreme Court, the entrance to the university was blocked.

The central committee of the main student organization has been claiming that there is no policy to engage in activities such as lockouts, vandalism, etc., but their activists have been repeating it time and again. The Vice-Chancellor also stopped going to the office after sitting at the entrance of the revolutionary students.

Vice-Chancellor Aryal said that the issue of addressing the demands raised by the revolutionaries is being discussed step by step. "Dhundhan did not charge high fees." There is no possibility to reduce the fee. Instead, we are talking about giving scholarships to maximum number of students,' he said, 'We are trying to address the demand through dialogue and dialogue.' It is a decision that I am not coming. The home administration has been neglecting to arrange peace and security in the university . As a result, the Supreme Court issued an interim order on Wednesday to open the lockdown that had been ongoing for 34 days on June 18. The bench of Judge Nripadhwaj Niraula has issued an interim order in the name of Ministry of Home Affairs, Police Head Office and Police Circle Kirtipur not to lock/not to lock, to open/open if locked.

Advocate Mahesh Bhattarai and others registered a writ in the Supreme Court on Tuesday, demanding to open the locked offices of the vice-chancellor, rector, registrar, and service commission. The Ministry of Home Affairs, Police Head Office, District Administration Office Kathmandu, Police Circle Kirtipur, Vice Chancellor, Registrar Office were made opponents in the writ. 14/15 officers belonging to New Union of Shankardeva, Saraswati, Public Youth, Sanothimi campuses who were demanding to open the graduation level admissions which ended in March, vandalized the Vice Chancellor's office and locked it on 14th of June.

On 30th June, the partial professors' union locked the registrar, rector and service commission office along with the vice chancellor. Even then, those involved in vandalism got immunity . Even though the university administration filed a complaint with the police to punish the culprits, the police and the administration let them go.

Kathmandu Police Complex arrested 2 people involved in vandalizing public property and handed them over to District Administration Office Kathmandu to be prosecuted for indecent behavior but they escaped the next day. The home administration along with the police have been criticized saying that another weak case has been prosecuted in vandalism of public property.

The professors who were protected because those involved in the vandalism are close to the Home Minister Ramesh Ulakha have complained. Last February, the Rector and Science and Technology Dean's office was vandalized by a group of students. Chief District Officer of Kathmandu Rishiram Tiwari says that work is being done to create a peace and security environment in coordination with the University.

Partial professors' union also opened the lock only after the order of the Supreme Court . Due to teacher and student lockouts, disruptions, dharna jushus and other protests, the main administrative bodies of Terti University seem to be at a standstill since Baisakh. Officials do not go to the office citing insecurity. Their secretariat claims that they are working in other bodies. After the Supreme Court gave an internal order not to lock down, the style of obstruction has been changed .

It has been a practice to sit at the door of the working room and create discomfort in the neighborhood. Officials have been asked to block school entry and create obstacles. Last year, the students of Aneraswa University near UML started the disruption by protesting the door of the office of the then Vice-Chancellor Kesharjung Baral. Baral was prevented from going to the office because of the dharna for weeks.

Since Dharmakant Baskota was the Vice-Chancellor, the Navy had been working to block entry by saying it was prohibited. When the Navy was locked for almost 400 days . Vice-Professor Prem Chaane was attacked and injured in the university premises by a group that attacked him. When the Home Minister Balkrishna Khand showed no interest in opening the lockdown and taking action against those involved in the beatings. Even though they were beaten up in 2077 and found guilty by the court, not all those involved have come under the law.

An administrator said that due to the non-academic activities of students and others, officials including the vice-chancellor are often hindered from reaching the university and doing their work. He said that since 2062/063, the vice chancellors have been sitting and working in campuses and other bodies since there was no opportunity to come to the office.

Former Vice-Chancellor Madhav Sharma (2064/68) established the SERID office at Balkhu, Hira Bahadur Maharjan (2068/072) and Tirtharaj Khanian (2072/076) established the Examination Control Office at Balkhu, Dharmakant Baskota (2076/80) established the Institute of Engineering Studies Pulchok, Kesharjung Baral (2080/081) established his own He used to run the university from Nibas.

Vice-Chancellor Aryal has also been forced to work from outside the office of Kirtipur . Former Vice-Chancellor Baral is of the opinion that such activities in the university will not stop until there is a commitment from the political leadership.
