UML's chief whip Gopal Bhattarai proposed in the National Assembly that there should be a comprehensive discussion on the two-year 'cooling off period' provision of the House of Representatives in the civil service bill.
There is a deadline to pass the Civil Bill by the National Assembly within August 17. Under the leadership of Bhattarai, the UML parliamentarians have made an amendment to remove the provision of 'cooling off period' from the Civil Bill.
In the meeting of the National Assembly on Monday, UML chief whip Bhattarai demanded a comprehensive discussion on the 'cooling off period' during the discussion on the bill to regulate the formation, operation and conditions of service of the federal civil service. He said that the civil service bill should include lower-level and non-civil service employees as well. He said that the bill will solve the problems seen in the implementation of federalism.
