Ravi Lamichhane, the president of RSVP and former home minister, who is in custody pending charges related to co-operative fraud, has been transferred from Ruppandehi jail to Nakhkhu jail in Lalitpur. He was arrested on March 22 in Kathmandu and kept in Block No. 4 of Ruppandehi Jail, and was brought to Nakhkhu on Saturday.

Director General of Prison Management Department Leela Prasad Sharma decided to transfer Lamichhane from Rupandehi on the same day he assumed office. Lamichhane filed an application in Rupandehi District Court on June 14, demanding transfer.

The court granted the transfer on June 16. Although Lamichhane had previously demanded to be transferred to Dillibazar jail, Director General Sharma informed that in the supplementary application given on 28th July, he chose Nakhkhu. 

Lamichhane had been complaining that he was kept in prison despite having applied to be transferred to the prison. Even when a team including member of the National Human Rights Commission, Lily Thapa, inspected Ruppandehi prison on Monday, he complained that he did not receive a hearing even though he wanted to be transferred to the prison. In Thursday's meeting of the Law, Justice and Human Rights Committee of the House of Representatives, Home Minister Ramesh Lakhtar said that he was taking Lamichhane's prison transfer seriously. 

In case of illness, in case of a case being held in more than one place, in the case of a prisoner being unsafe for others or himself, and if the prisoner wants to be transferred to his home, there is a legal system that can be transferred to the prison by following the rules. Lamichhane has demanded that he be transferred to Gharpayka. Lamichhane was brought to Kathmandu by ship after Rupandehi Jail completed the process on Saturday. According to Bhimraj Niraula, the administrator of Nakhkhu prison, he has been kept in a separate room. 

In the Supreme Cooperative fraud case in Butwal, the Rupandehi District Court ordered Lamichhane to be released on a bond of 1 crore on January 13. But after an appeal, the Butwal Bench of the High Court Tulsipur ordered Lamichhane to be sent to prison for pre-trial detention. The order of the High Court was also upheld by the Supreme Court. 

Lamichhane had filed an application in the district court recently, seeking an order of release after filing his part in the Supreme Cooperative Fraud and Organized Crime case. The court rejected his demand stating that the issue was not confirmed and the issue of detention had already been decided by the Supreme Court.

Cases of co-operative fraud and organized crime have also been filed against Lamichhane in Kathmandu, Kaski, Chitwan and Parsa district courts. Kaski has been suspended as a member of parliament due to the case of money laundering.
