At the Kathmandu district meeting of the youth organization of the Rashtriya Prajatantra Party (RPP), hands shook among the youth on Wednesday. President Rajendra Lingden was the chief guest at the conference held at a party palace in Dhumbarahi. But before the opening of the conference, there was a conflict between President Lingden and General Minister Dhavalshamsher Rana's group.

President Lingden wanted to repeat the current district president Amit Thakuri. But Mahamantri Rana group resisted it. President Lingden announced the adjournment of the conference after it did not go to his liking. But General Minister Rana's party has announced a working committee under the chairmanship of Jyoti Lama from the conference.

After the Rana group did not accept the decision of Lingden, Lingden has started the process of action against that committee. After the controversy and hand-wringing on the day of the conference, President Lingden said that Rana Group  The process of action has been initiated against a dozen including President Lama and Raj Sinkhada.

The Rana side has opposed it. The central coordinator of the youth organization, Sujit KC, said that canceling the conference without opening it was a 'product of a defeated mentality'. "Even though there is a place where one can take leadership by competing in the conference, it is a product of a defeated mentality, but it is not inaugurated," he said.

The Rana group has said that they had to respond after trying to single out the party organizations. On the surface, this youth organization looks like a dispute in Kathmandu, but it is the culmination of a dispute between President Lingden and General Minister Dhavalshamsher Rana, outgoing President Prakash Chandra Lohani, senior leader Vikram Pandey. 

In October 2081, the controversy started after President Lingden removed General Minister Rana from the head of the organization department. The conflict started after Rana's responsibility was taken away and given to the senior leader Budhishan Tamang . On February 25, the conflict between Lingden and Rana was more evident about going to the airport to welcome the former King Gyanendra who was returning from Pokhara .

Discord started to grow in the RPP after former king Gyanendra ignored Lingden and promoted Rana, leader Navraj Subedi, senior vice president Ravindra Mishra, and medical practitioner Durga Prasai. The royalist parties/powers were active in the movement to restore the monarchy last spring when extreme dissatisfaction with the mainstream political parties and the government was growing. But due to the violent demonstration in the Tingune area on Chait 15, the royalist forces are divided. 

Lingden was dissatisfied after RPP leader Subedi was appointed as the coordinator of the people's movement for the restoration of the monarchy. After Lingden was placed at number 10 in the People's Movement Committee announced on March 4, he was dissatisfied and announced that he would not sit in the committee. The members of the

committee were Kamal Thapa, Keshar Bahadur Bishta, Durga Prasai, Pashupati Shamsher Rana, Prakashchandra Lohani, Rama Singh, Rajendra Lingden and Hari Bahadur Thapa and Rabindra Mishra was the member secretary. Before that, he had said that the Rana party had been campaigning not to go to Lingden Airport to welcome the former king on February 25. But he reached the airport gate to welcome the former king.

"Dhawalshamsher Rana, Prakash Chandra Lohani, Vikram Pandey have been talking about the return of the monarchy to the palace where Lingden is not active" Lingden has been saying to the leaders close to him, "Even if Lingden does not come, it has been said that we can return the monarchy . But the way of the movement was damaged in three incidents.' 

Subedi, Senior Vice President Ravindra Mishra and General Minister Dhavalshamsher Rana participated in the demonstration at Tinkune in Kathmandu on March 15. But President Lingden did not go. Under the command of Durga Prasai, the agitation took a violent turn and caused huge loss of wealth. Two people were killed in the Tinkune incident and the surrounding buildings were badly damaged in the fire.

The state arrested Mishra and Rana in the same case. Rana was released on June 2 on bail of three lakhs and Mishra was also released on bail of three lakhs on June 3 . After medical practitioner Durga Prasai made the protest violent, Lingden decided to hold another peaceful protest.

RPP had decided to hold a meeting in Kathmandu on March 26 and then continue to demonstrate in major cities . After the demonstration on Chait 15 became violent, the pro-monarchy forces started to split. The government put Subedi, the coordinator of the movement, under house arrest, while Senior Vice President Mishra and General Minister Rana were arrested and prosecuted. 

A leader close to the RPP said that the former Raja Gyanendra was dissatisfied after the performance of the RPP in Balkhu on Chait 26 was weak. After that, the demonstrations at Bhrikutimandap, Baneshwar in the capital were also weak. Although RPRPA, RPRPA Nepal, Shiv Sena and others started a joint movement under the coordination of Navaraj Subedi on May 25, it could not put strong pressure on the mainstream parties including republican parties, Congress, UML and Maoists. 

Another leader of RPPA says that former king Gyanendra Shah and Subedi, Rana and Mishra, who are in regular contact with him, understand that the policy of RPP President Lingden is responsible for the movement in favor of monarchy not being strong. Lately, Senior Vice President Mishra is currently not open to anyone's favor.

"Rajendra Lingden is in favor of a monarchy under the Parliament, while Chief Minister Rana, former president Prakash Chandra Lohani, Vikram Pandey are in favor of an active monarchy," a leader close to Lingden said, "That's why they are trying to put President Rajendra Lingden under siege."

President Lingden removed Subedi from the disciplinary committee on June 25 for doing activities against him. Roshan Karki was appointed as the chairman of the committee. Subedi approached the Election Commission after being removed from the post of disciplinary committee chairman. He said that he went to file a complaint with the Election Commission against President Lingden's "arbitrariness". Subedi announced on Chait 4 that he was going to give up the membership of the RPP and bring about a monarchy.

Before that, in the central committee meeting held last January, General Minister Rana had a different opinion on 16 points . President Lingden claimed that the party's popularity is declining because it went against the decisions and statutes passed by the convention, went to the government in collaboration with the Maoists against the policies and principles. 

'There has been laxity in the implementation of the mandate of the convention, the party's declared policy and goals. There has been a lack of new activism and good efforts to keep the party united in accordance with the spirit and spirit of the Ekta Mahadhiveshan. The old presidential system is not compatible with the mandate of the convention, the meaning and spirit of the statute.'

He has accused President Lingden of misinterpreting the statute. He said that the House and the Street Front were weak due to the President's love for power. In the Congress held in November 2078, Lingden defeated Kamal Thapa and became the President.

At that time, the former king Gyanendra supported Lingden . On February 7, 2078, Thapa revived RPP Nepal and became the chairman. RPRPA, RPRPA Nepal stood on the same ground in the movement to return the monarchy in Chait, Baisakh and Jeth. 

'Elite' versus 'Bhuimmanche' in RPP  

Lately, the dispute in the Rashtriya Prajatantra Party has taken the form of 'Elite' versus 'Bhuimmanche'. President Lingden has started saying that he is the representative of the people of the ground and that the elite (elite) are trying to put him under siege . They are trying to encircle the leader who has emerged from among the people. But the people are in favor of President Lingden,'' Mohan Shrestha, a leader close to him and spokesperson, said, 'RPPA should be made a people's party.' 

Lingden party has portrayed General Minister Rana, former president Prakash Chandra Lohani, senior leader Vikram Pandey party as an elite group . They have stated that they are trying to instigate former king Gyanendra Shah against Lingden.

'Even the former king has been found to be talking against President Lingden, but the former king is confident in the original leadership of the RPP' said a leader close to Lingden. President Lingden has accused General Minister Rana of using weapons of action to frighten those who have different opinions.
