Ramhari Khatiwada, the chairman of the state system and good governance committee of the House of Representatives, has reached a state of mind to resign. Chairman Khatiwada has reached a state of resignation regarding the two-year 'cooling off period' provision passed unanimously by the committee in the federal civil service bill.

The committee passed the provision of 'cooling off period' so that civil servants and government employees will not be able to take appointments in the Constitutional Commission, government, etc. for two years after they retire through compulsory retirement or resignation. However, during the writing of the report of the bill, the provisions that were passed unanimously by the committee were kept intact.

Chief Secretary Ek Narayan Aryal, General Secretary of Parliament Padma Prasad Pandey, government secretaries from Prime Minister KP Oli were openly trying to pressure the top political leadership to reverse the system of 'cooling off period'.

Khatiwada has asked Speaker Ghimire for special time to speak in Parliament. There is a possibility that he will announce his resignation by speaking in the parliament. According to the parliamentarians who spoke to Khatiwada, he was in a state of resignation after failing to run the committee. Khatiwada said that he asked for time to speak to the Speaker. He did not mention what subject to keep.
