Speaking during the theoretical discussion on the Nepal Citizenship Act 2081 in the Legislation Management Committee of the National Assembly on Monday, the Home Minister said that the mother is the first guardian of the child and informed that the mother is responsible. The main goal is to provide citizenship to such children in cases where the mother has declared that this is my child, her father is unknown or that I cannot bring her,' said the Home Minister. The aim is to fully establish women's rights within the boundaries of the constitution. The rights of children have also been protected.'
He said that if the mother's self-declaration is proved to be false, the citizenship will be questioned and the punishment will also be arranged.

'In the case of the death of the father, if he does not help in obtaining citizenship even though he is still alive, and if he marries another child, the bill provides for citizenship in the name of the mother.
The minister said that the bill was brought forward when there was a directive order from the Supreme Court regarding the provision of citizenship through the mother's name.
