The government is going to make a new standard after the union, state and local levels continue to add employees every year, ignoring the ranks and numbers determined during staff adjustment. In order to control such a trend, a national standard of staff organization and management (O&M) is going to be made to be applied at all three levels.
As the trend of spending more percentage of the revenue amount on salary and allowances of employees without considering the need, the criteria to be adopted for hiring employees on permanent, temporary or contractual basis will be prepared. The government of all three levels will have to follow this standard as a 'guide line'.
In the policy, program and budget statement of the government for the current year, it was mentioned that the organization and management survey should be reviewed in accordance with the work responsibilities of the union, state and local levels by formulating national standards and reviewing the existing structure and positions. On the same basis, on June 32, Federal Affairs and General Administration Minister Bhagwati Neupane took a ministerial decision and decided to prepare the standards within three months.
The Ministry of Federal Affairs and General Administration has formed a committee under the leadership of the joint secretary to prepare standards based on the announcement. Under the coordination of Federal Affairs Division Chief and Joint Secretary Prakash Dahal, a 7-member standard setting committee has been formed with the Deputy Secretary of the Prime Minister's Office and the Deputy Secretary of the Ministry of Finance. The main objective of the
committee will be to organize the O&M in all three levels of government agencies by determining the national standards, provide uniformity, direct a clear path and clarify the responsibilities and roles of the relevant agencies.
Under the coordination of Federal Affairs Division Chief and Joint Secretary Prakash Dahal, a 7-member criteria determination committee has been formed with the Deputy Secretary of the Prime Minister's Office and the Deputy Secretary of the Ministry of Finance. It has been seen that the Ministry of Federal Affairs spends crores of rupees only on annual salaries by hiring random employees without considering the internal resources, spending capacity and needs. Similarly, the ministry has stated that general expenses have increased due to the increase in the number of employees than expected by the state and union.
According to the ministry, whatever structure exists in the union, employees have been recruited in the same structure in the province. Officials of the Ministry of Federal Affairs say, "Such a structure is necessary or not?" There is no concern about whether the source of salary is enough or not.'
Which level of government needs how many employees? What will be the criteria? How much can be spent on the revenue amount or subsidy for salary and allowance of the employees ? How many employees will be required for which work? It is estimated by the government that the number of employees is being increased without considering any standards.
Government offices and work will go to the provincial and local levels, but the increase in the number of employees in the union is going to increase. How did the decrease in the number of employees increase ? Politically and administratively, these issues have been raised time and time again, but the reform has not started. During the staff adjustment made after the country went to federalism, it was estimated that in 2076, 25,000 positions would be needed in the union, at the local level, a minimum of 75 to a maximum of 100 people, i.e., a total of 75,000 and a maximum of 2,000 in one province. But now more than 56,000 posts have been made under the union itself.
The local level is hiring employees after accepting O&M. All provinces have made local service operation act . Even though the law has been passed, the positions of the employees hired by the local level have not been registered. According to Dahal, joint secretary and coordinator of the National Standardization Committee, the trend of hiring contract and temporary employees has increased a lot.
It is estimated that there are more than 35,000 temporary and contract employees at the local level. But it is not yet certain where their post will be registered. Co-Secretary Dahal says that this problem has arisen due to the absence of a federal civil law as there is no 'guide line' for the state and local levels.
Local level revenue collection situation, income from revenue, internal income will also be taken into consideration. Coordinator and Joint Secretary Dahal claimed that there will be a report with guidelines on how to do O&M in the future. The report has to be completed in three months .
Ministry conducted a study on the ratio of posts from the bottom to the top last year . Joint Secretary Dahal said, "We will also consider the matter of the ratio as a basis." But he said that the employees who were enrolled at the local level were not kept in the system.
How to provide service facilities for local level permanent or temporary employees to retire? Not managed . The position of new employee has not been registered . Dahal said, "There is a situation where retired employees in some rural villages do not get money."
