Indra Bahadur Baniyan has been appointed as the Chief Minister of Bagmati Province. After the previous Chief Minister Bahadur Singh Lama resigned, Baniyan submitted the claim on Monday with the support of 64 people including 37 from Congress and 27 from UML. On Tuesday, Baniyan appointed 8 ministers, 6 from UML and 2 from Congress.

In the provincial government, Madhusudan Paudel from UML has become the Minister of Agriculture and Livestock Development, Dinesh Chandra Devkota of Physical Infrastructure Development, Jairam Thapa of Labor and Employment and Transport, Bharat Bahadur KC of Forest and Environment, Kiran Thapa of Health and Bindu Shrestha of Industry, Commerce, Land and Administration. From the Congress, Krishna Kumar Tamang has been appointed as Minister of Water, Energy and Irrigation and Shivraj Adhikari has been appointed as a non-departmental minister. 

There are 7 ministries in Congress, 5 ministries are under the control of Chief Minister Baniyan himself. Among the newly appointed ministers, all are new except UML's Kiran Thapa.

Thapa was the health minister before. Baniyan, who is also the Congress state president, is the sixth Chief Minister of Bagmati. Earlier, Dormani Paudel, Ashtalakshmi Shakya, Rajendra Prasad Pandey, Shalikram Jamkattel and Bahadur Singh Lama have become chief ministers here. 

Lama resigned as Chief Minister on Sunday after being defeated by the leader of the Congress parliamentary party. Before that, 21 MPs led by Baniyan filed a motion of no confidence against the leader of the parliamentary party, Lama. In the election held last Wednesday, 22 votes were cast in favor of Baniyan and 14 votes were cast in favor of Lama. They also competed in the Congress parliamentary party election held on 13 December 2079. At that time, Baniyan had the support of 16 MPs while 21 votes were cast in favor of Lama. Congress has 37 MPs in Bagmati. 

After Lama's resignation, provincial chief Deepak Prasad Devkota called upon the provincial assembly members who can get a majority with the support of two or more parties represented in the provincial assembly to submit claims to the chief minister according to clause (2) of Article 168 of the constitution. 

Who is Baniyan?

Baniyan, born on 15 August 2027 in Hetaunda sub-metropolitan city-18 Harnamadi, was elected to the provincial assembly for the second time from the Chepang and Tamang communities of Makwanpur. 

Baniyan has been in politics since 2044. He did politics through Nepal Vidyarthi Sangh, Tarun Dal and became the Congress Makwanpur Chairman in 073 after being a representative of the party's convention, a member of the general committee. In 2064, he became a direct candidate for Makwanpur 1 as a member of the Constituent Assembly and was defeated by the Maoists. He was elected a member of the Constituent Assembly in the second Constituent Assembly election of 2070. He became the Home Minister in 2074. 

Baniyan was directly elected as a member of the Provincial Assembly from Makwanpur 2 (2) in 2074. At that time, he was unanimously elected as the leader of the state parliamentary party of the Congress. He was re-elected from the same area in 2079. Baniyan is also a builder.
