The government has introduced a new labor immigration policy to put an end to the exploitation, fraud and risks faced by Nepali workers and to organize the field of foreign employment. The Council of Ministers meeting on Sunday approved the 'National Labor Migration Policy-2082' and the Foreign Employment Policy-2068 has been cancelled.

The policy aims to invest the capital, skills, technology and experience gained from foreign employment in production-oriented sectors in the country . According to the Ministry of Labour, Employment and Social Security, this policy emphasizes good governance, transparency and service improvement in the entire cycle of foreign employment.

The government has for the first time included Nepali workers going to work in India in the labor immigration system through a new policy. For this, it is said that the data of Nepali workers going to work in India will be collected and managed through employment service centers located at the local level. Stakeholders have been demanding for a long time to include Nepali workers who went to India for employment in the immigration policy.

Labor, Employment and Social Security Minister Sharatsingh Bhandari claimed that the policy will address all the challenges faced in foreign employment. "To ensure the constitutional rights of citizens and to amend the existing foreign employment policy, 2068 in accordance with the federal structure  It has been done," Labor Minister Bhandari said, "It has provided policy guidance for the restructuring, development and expansion of labor immigration services in accordance with the federal structure. The commitments made by Nepal at various national and international levels have been addressed. We aim to protect the rights of the workers and make the working environment safe and reliable.

Minister of Labor Bhandari said that for the first time about the workers who go to India for work and come to Nepal from other countries including India, it has been addressed in a policy manner for the first time. "Maintaining good governance at all stages of labor migration management, expanding everyone's access to information and services, protecting the human rights of migrant workers and minimizing all kinds of risks that may occur on the basis of gender, identifying and developing the skills and competencies of workers according to the demands and trends of the international labor market, emphasizing the creation of internal jobs through the sustainable and respectful reintegration of workers who have returned from labor migration, and including all aspects of labor migration in social security programs" is . 

According to Labor Secretary Krishnahari Pushkar, an action plan has been prepared with a deadline to implement the policy. "A definite deadline has been set by making necessary tactics and strategies to implement the policy," he said. He will implement the foreign employment law within two years. And said that the foreign employment regulations will be amended. "After discussing with the concerned parties, we have made a draft to amend the Foreign Employment Act," he said, "the policy itself came at the time of its finalization." The future management of labor migration will be according to this policy.

Ministry has made a strategy to expand and effectively implement the system where the employer bears the expenses incurred in the recruitment process of foreign employment. "An effective monitoring mechanism will be created to provide incentives for professionals who provide effective services related to labor migration," the strategy states, "Foreign employment professionals will be held accountable to make the hiring process of labor migration transparent, fair, and clean." A strategy has been made for sustainable and respectful reintegration, development of entrepreneurship and professional skills among workers who have returned from labor migration. According to the strategy, "respectful reintegration of migrant workers into society and families, including all migrant workers and workers in social security programs and facilities, making social security activities contributor-friendly based on the needs of contributors and ensuring financial sustainability," the strategy says, "documenting foreign workers working in Nepal, identifying and prioritizing areas where foreign workers are needed."
