Thursday's talks about the hunger strike of Tirtharaj Bhattarai, head of Diktel Rupakot Majhuwagadhi municipality, were inconclusive. The talks between the government side and the non-aligned side were inconclusive until 9:30 pm on Thursday night.

According to Dinesh Kumar Ghimire, a member of the negotiation team and the spokesperson of Diktel Rupakot Majhuwagadhi Municipality, while the non-affiliated party was adamant that the number, rate and building code of bamboo should be determined within a week, the government side only insisted on determining the date as soon as possible. Ghimire said that even though both parties agreed on the issue of sterilization of monkeys, the government side refused to set a date, and the union side did not have to make any further decision regarding the demand of the unaffiliated party that a 10 percent tax should be levied on lead and plastic items.

Even though the municipality has the right to collect tax on glass and plastic products, since double taxation should not be collected, the non-affiliated party took the stand that the federal government should decide on it.

Similarly, Ghimire said that the first round of negotiations ended without a conclusion because the government insisted that the part that the bamboo capital Diktel Rupakot should be assigned to Majhuwagadhi municipality should be sent to the federal government through municipalities and provinces. "The non-affiliated side wants to meet the demands concretely through negotiations, but the first round of negotiations ended without any conclusion as the government side was presented abstractly at Golmotel," said Ghimire, "We are hopeful that the government side is also on the side of solving the problem." Rajendra Prasad Mishra, Secretary of the Ministry of Urban Development Gopal Prasad Sigdel and Diktel Rupakot from Majhuwavgadhi Municipality Deputy Chief Wisan Rai, Chairman of Ward No. 5 Dinesh Kumar Ghimire, Chairman of Ward No. 12 Dan Bahadur Rai, President of 14 Dinesh Rai, Annapurna Das, Shantiram Rai and others participated.

Bhattarai is on satyagraha at Maitighar in Kathmandu from the 11th to the 13th and on hunger strike since the 14th. After the decision of the 13th Municipal Assembly of the municipality on June 9, he went to the point of satyagraha and hunger strike. Bhattarai has said that he will not break his fast until the demand is met. 

Bhattarai demands that bamboo should be included in the building code and a policy should be made to use local materials by making names for government evaluation. Similarly, Bhattarai has put forward the demand that the youth who migrate abroad can be self-employed and earn income by operating small domestic industries at the local level through the use of bamboo, and for this, the government should create and implement policies, and bamboo should be protected and promoted as it controls soil erosion, environmental protection, air pollution control, environmental protection and excessive carbon storage.
