'This law was cleverly amended in three stages so that common people would understand it when it comes to one stage'

RSVP MP Sobita Gautam has said that behind bringing the land law amendment bill, the government is benefiting the powerful. In Tuesday's meeting of the Agriculture, Cooperative and Natural Resources Committee under the House of Representatives, MP Gautam said that rather than giving land to squatters and landless people, she is opening the way for selling more land than the limit.
Bill, 2082 to amend some Nepal Acts related to land is under discussion in the parliamentary committee of the House of Representatives. MP Gautam said that bringing the bill to the parliamentary committee and having a wide discussion was also a matter of luck.
MP Gautam said that the Land Act has been amended three times in a short period of time. He said that the eighth amendment of the Land Act, the Act to amend some Nepal Acts related to investment facilitation and now some Nepal Acts related to land have been amended in three stages.
Gautam claimed that the government cleverly amended the Land Act three times in a short period of time, thinking that the common people would understand if necessary amendments were made at once. This law was cleverly amended in three stages so that the general public would understand it when it comes to one stage. The deep purpose of the current bill cannot be understood by reading it alone,' she said. He said that only by reading the amendment bill which came in three stages, it was seen that the internal purpose was brought to make it easier to sell land beyond the limit.
She also said that there was political corruption in the amendment of the land law. He also said that some real estate businessmen have succeeded in taking more land than the limit by using the loopholes of the law. She said that although there is an imperative need for the government to give land to the landless, the government is revising the law without any goal. "It seems that the Giribandhu Tea State land case, which is currently in dispute, started with the legal arrangement of the lease. This is a clear example of political corruption. "It is a fraud on the state to say that the work for which the land was taken and not done on the same land, is a fraud on the state," she said.
He said that after 2007, he started the practice of land reform to maintain social balance, but now a law has been introduced to disturb that balance. "The very vague and open provisions have turned the land law into a very profitable and bargaining for the powerful." This bill is a continuation of the previous two amendments,' she said.
MP Gautam also said that the current amendment allows land to be taken over the limit for real estate business and does not require DPR and EIA for that. She said that if the provision of the bill brought by the government is passed, there is a danger of misuse.
'Whether the industry is operating or not, but the owner can make huge profits by abusing the law. In the coming days, when the production is not as expected, it cannot be said that people who want to earn a lot of money by wrongly using the law, businessmen who have more land than the limit will not adopt this method,' she said, 'Some are still doing this process . It seems that the Giribandhu Tea State land case, which is now in dispute, also started with this legal system of Sattapatta . This is a clear example of political corruption. It is a fraud on the state to say that the work for which the land was taken for doing will not be done on the same land. We must be clear on this .'
