UML's internal politics has been in flux ever since former President Bidya Devi Bhandari announced her return to party politics. Bhandari seems to have moved forward with aspirations to lead the party. On the other hand, President KP Sharma Oli himself is trying to lead for the third time.

Bhandari membership renewal or “pending”?

Although Bhandari renewed his membership in Baisakh 2081, he was not in controversy, but Oli said at the Politburo on Saturday, "His membership is pending or holding or renewed, whatever the case may be, the party will decide."

Oli's side claims - "According to Article 8 (3) of the law, the president has to give up his party membership and take membership through the new process." Taking membership through the new process does not qualify him to be a candidate even for the central member. In the case of women, Article 63 of the Constitution says, "To be elected as a representative in the National Congress, one must have worked as a party member for at least 7 years."

Bhandari's side, pointing to Article 8 (1 and 3), has maintained a position that 'membership should be taken through a new process only if the party voluntarily renounces membership or if the party takes action', according to Article 9 (3) of the statute, membership will be maintained and renewed because the party has appointed it for special work.  

For this, the provision of age limit and two terms is being removed from the statute. In such a situation, is Bhandari's chance of becoming the president of UML finished or is there any remaining? UML has become a subject of interest not only within the ranks, but also outside. 

The Bhandari supporters group tried to prevent Oli from becoming president again by putting a 70-year age limit and a two-term limit in the constitution. Even though there is only one provision of age limit and two terms in the constitution, Oli cannot become the president in the upcoming convention. But the UML removed both the provisions and moved the constitutional amendment proposal through the Secretariat and also through the Politburo. UML is holding a legislative convention in August to finalize the law. 

Since Bhandari has not got a strong hold within the organization, the possibility of stopping Oli through legislation is decreasing. In the 19-member party secretariat, Oli and Bhandari are equal. Some officials are also neutral. In the Politburo meeting, while 66 leaders expressed their views, only 6 spoke in favor of Bhandari. 

On the other hand, President Oli is responding that there is no situation to hand over the leadership of the party to Bhandari. He also said that the party will decide whether Bhandari can return to UML or not. The party has not been decided yet. 

In the meantime, Bhandari's membership renewal has also been disputed. Although Bhandari himself mentions that the members have been renewed, some leaders within the party are saying that the renewal is yet to be done.

Professor of Political Science Krishna Pokharel analyzes that despite being in the minority in UML, Bhandari's activism will not stop. Former President Bhandari renewed her party membership in May 2081. At that time, there was no dispute within the party to renew the membership. President Oli also said that Bhandari did not consult with him about returning to UML. statute, Deputy Secretary General Pradeep Gyawali said that since Bhandari has renounced party membership and became the president, he should take membership through a new process.
