There has been a controversy over the proposal to reduce the number of office bearers, the age limit of 70 years and not to have two terms in the draft law to be presented at the UML's legislative convention. Senior Vice President Ishwar Pokharel and other leaders have objected to the fact that there is no age limit in the draft and no provision that the same person cannot stay in the same position for more than two terms.

In the secretariat meeting at the party central office on Thursday, Vice President Vishnu Paudel has put forward a proposal to reduce the number of officials including the senior vice president in the draft law. He prepared the draft in consultation with President KP Sharma Oli, General Secretary Shankar Pokharel. The Secretariat meeting held in the second week of June assigned Poudel to the Legislative Drafting Committee. UML has said that it will hold a legislative convention in August.

UML's first legislative convention held at Godavari in Lalitpur added the post of senior vice president to the office bearers. Now Ishwar Pokharel is in that position. He is seen in favor of former president Vidya Bhandari, who is now about to enter active politics. Currently there are 6 vice presidents in UML. The proposal to reduce the number of vice presidents to three has reached the secretariat meeting. There are currently three deputy general secretaries, and there is a proposal to reduce the number of secretaries from 7 to 5. 

There are currently 19 office bearers in UML. If the current proposal is passed, there will be only 11 officials. However, after opposition, it has been proposed to increase to 15 officers. Similarly, there is a proposal to reduce the number of Central Committee from 301 to 251. As soon as the number of Central Committee decreases, the number of Standing and Politburo will also decrease.

Senior Vice President Pokharel, Vice Presidents Yuvraj Gyawali, Ashtalakshmi Shakya, Surendra Prasad Pandey have different opinions on the proposal to remove senior vice president and reduce the number of officials. UML Propaganda Department Head Rajendra Gautam said that 18 central officials have expressed their views on the draft. "It has been decided to take the draft to the Politburo meeting on Friday," he said. The proposal will be further discussed at the Politburo meeting on Friday and the Central Committee meeting on Monday.

The main issue of UML's second legislative convention is centered on age limit and whether or not to have two terms in the same post. With the return of former President Bhandari to UML, this debate has intensified. UML President and Prime Minister Oli has led the party for two terms and has crossed 70 years of age.

According to Bhandari party leaders, this legislative draft is intended to stop former president Bhandari from becoming active in the UML and marginalize the leaders of his party. The Bhandari party has prepared to raise the issue of age limit and two tenures prominently in the Legislative Assembly. The Oli side has been saying that imposing an age limit and implementing two terms is 'irrelevant'. 

UML removed the provision of two terms in the same post from the Chitwan convention of 2078. In Article 64 (1) of the UML Constitution, a proposal was passed in the Central Committee to remove the provision that no person working as an official in a municipality or a higher committee can be a candidate for the same level and the same position more than twice.

In June 2081, the party's central secretariat meeting suspended the provision of age limit when Mukund Neupane, a senior leader of the United Socialist Party, was admitted. 

Article 64 (1) of the constitution passed by the first legislative convention of the party on 15-17 October 2078 stated that no person working as an official in the municipality or a higher committee can be a candidate for the same level and the same position more than twice. In Article 64 (2) of the Constitution, the person should not have completed 70 years of age to be elected or nominated as an officer or member of the executive committee at all levels.

However, it was arranged that a person who is elected or nominated before reaching 70 years of age will not be considered to be hindered from fulfilling his responsibilities while being elected or nominated until the next convention/convention.
