The professors of Tribhuvan University Institute of Engineering Studies have been protesting for 6 days by stopping the teaching of 5 campuses including Pulchok.

The classes in Pulchok, Thapathali, Pokhara, Dharan and Chitwan engineering campuses have been stopped when the professors started a protest accusing the university of taking away financial rights under autonomy and decentralization.

Since 25th June, classes have been stopped and sit-ins have been held in the campuses under the leadership of the professors' union. Roshan Karki, Joint Secretary and Spokesperson of the Faculty Union Engineering Campus Unit, said that the university started protesting because it was deprived of financial autonomy. 

In the year 2055, the Institute was given the right of decentralization and autonomy by the University. On the contrary, the Union says that the 2080 Terti Sabha (Senate) has reduced financial rights. Financial, administrative and educational autonomy was given. After the reduction of economic rights, educational and administrative autonomy has also been affected, he said.

Tertiary institutions empowered with decentralization and autonomy have gained more freedom in financial, administrative and academic activities. The 2080 budget Senate decided to cut the incentives, salaries and other benefits provided to officials, teachers, employees from the rules on decentralization and autonomy. Contrary to that decision, the expenses incurred by the professors and employees of the Institute of Engineering Studies have been found to be unfounded in the audit. After Beruju came, they got angry and joined the movement. According to the association, the class operation has also been stopped since there was no hearing even after submitting the demand letter from the vice-chancellor to various agencies.

Pulchok Engineering Campus Professor and Movement Committee Coordinator Sangeeta Singh said that the university was forced to protest after curbing the financial aspects of the institute and the campus. For 26 years, we have been operating according to the rules of decentralization. Tried to control expenses since 2080. To prevent the institute from collapsing, we stopped the education itself and protested," she said. According to Singh, the professors went on strike after the university officials did not listen to the dean and the campus administration. Conversations are taking place. We believe that it will be completed within 1/2 day,' he said, 'if the cut financial rights are returned, the matter will be resolved.' He said that the decision was made to bring uniformity in the rules. A dialogue is being held with the professor of engineering. Their demand will be heard soon," he said. The provision that the institute can spend with the approval of the executive council remains.

During the professors' protest, the dean of the institute, Sushil Bahadur Bajracharya, went on a foreign tour, and the professors also expressed their displeasure over the delay in addressing the demand. According to the decision of the Senate, the Executive Council had prohibited taking additional services. The Executive Council informed that without support and approval for the payment of additional facilities, it will remain invalid. Spokesperson Karki said that the Dean's office kept the decision of the Senate and the Executive Council hidden for a long time.

According to the autonomy and decentralization rules, the institute can generate its own income and can spend up to 80 percent of it. Accordingly, the institute has conducted an interdependent educational program. It consists of full fee program, regular (reduced fee) engineering studies. He said that postgraduate and undergraduate degrees were also conducted under the same program. 

The budget comes from Trivi according to the number of permanent staff and professors. Permanent is not enough. Partially, there are manpower in contract services. There are research centers. Professors do a lot of research work by bringing projects. According to the decision of the University, all the expenses incurred in this matter were found to be unwarranted,' said Karki. The agitating professors allege that although the institute is autonomous in terms of income and expenditure, curriculum development, examination conduct, publication of results, and administrative work, the university is trying to curb it. The professors' organization of political parties also expressed their support in the movement started by the union.

In 2080, the decision was taken by the Senate when Vice-Chancellor Dharmakant Baskota and Registrar Peshal Dahal. Since then, the officials have been continuing the decision and helping to implement it. The professors union has claimed that the authority given to the institute has been reduced and the teachers and staff in academic and administrative work have been put under the threat of personal injury. "The implementation of the full fee program has created an obstacle in the study and research activities contrary to the basic principle of providing additional services and allowances to the teachers and employees by earning additional income, increasing the quality and providing additional services and allowances to the teachers and staff," said the memorandum submitted by the association to the vice chancellor Deepak Aryal.
