55 people who wanted to fly to Spain to participate in ”visit” and ”seminar” were returned from the airport

82 Nepalis have flown to Spain from the Tribhuvan International Airport to participate in a 'visit' and 'seminar' in two weeks, as the investigation being carried out by the Investigation Commission on Abuse of Authority is not over. 33 people came from Tribhuvan Airport as tourists and 49 people came to Spain to participate in the seminar.

Out of this, 7 people said to have gone to the conference and only 2 people who went for 'visit' have returned. The remaining 73 have not returned. They all traveled with Fly Dubai, Qatar Airways and Turkish Airlines. During this period, 55 people who wanted to go to Spain to participate in religious trips and conferences were turned away from the airport.

From June 23, 2025 (June 9) to June 29 (June 15), 49 including 11 women and from June 22 (June 8) to July 1 (June 17) 33 including 9 women have reached Spain, only 9 have returned. During this period, the demand for an investigation has been raised in the House saying that "most of them" were sent to Spain by organized gangs for conferences and religious programs. 

However, the government has not investigated this matter. There is also a suspicion that the gang may have sent the money by using the government mechanism after the number of people going on 'visit visa' from June 1 to June 15 seems abnormal. 

A high-level visiting team under the leadership of Prime Minister KP Sharma Oli participated in an international event held in Spain. A 21-member high-level visiting team led by Prime Minister Oli left for Spain on June 14 to participate in the fourth 'International Conference on Financing for Development of the United Nations' held in Seville, Spain. After participating in the program, the government team including Oli returned on June 20. 

In the two weeks around the visit of the government team including the Prime Minister, 82 people arrived in Spain unnaturally and 55 others were returned from the airport without going to the destination country. The details of taking Spain and then entering European countries including Portugal and the gangs were charging a large sum of money for that were also revealed earlier. 

It is suspected that the gang that took the road to Spain the last time may have adopted this style by covering the opportunity of the 'international conference'.  

Spokesman of the Ministry of Home Affairs, Ramchandra Tiwari, said that if any organization or person sent someone abroad by wrongly luring them and extorting money, the police or if the money was collected to send them abroad, any victim can go to the police and file a complaint. Tiwari said, 'There has been no complaint so far.'

The issue of visit visa has been debated from the House to the streets since the authority arrested airport immigration chief Tirtharaj Bhattarai and four other people in the gang's network on 7th May 2082 on the charge of extorting lakhs from Nepalis going on visit visas. In the investigation of the authority, it was found that under the guise of the standards made by the Ministry of Home Affairs, the immigration staff were extorting lakhs from Nepalis going on visit visas by causing unnecessary suffering. 

After the Ministry of Home Affairs issued standards with 'strict provisions' for Nepalese to go on visit visas to various countries in Europe, Asia and Africa, it was revealed that smuggling has been arranged as an alternative for a few years. Initially, the opposition Maoists, RSWP and RPP blocked the House regarding this case. Later, the Maoists backed down from the demand for the Home Minister's resignation. RASWP and RPPA raised demands in the Parliamentary Inquiry Committee or the Judicial Inquiry Committee. 

The Maoist House backed away from the deadlock after agreeing to the demand to form a task force to reform the visit visa regime. The ruling UML chief whip Mahesh Bertaula agreed on 2 points with the Maoists.  After the

agreement, on June 9, the Council of Ministers formed an inquiry committee under the coordination of former Chief Secretary Shankardas Vairagi to make suggestions for improving immigration administration with visit visas. Raswapa and RPP have been boycotting and protesting against the working group led by Vairagi. 

The authority is continuing the investigation in this case. As this case is not resolved, the topic of sending a large number of people on visit visas to Spain in the plan of organized gangs came to the surface. A Nepal Police official says the gang network linked to the visit visa smuggling case is "powerful" and requires a thorough investigation. According to the official, if it is found that the person who reached Spain on a visit visa last time did not return even after the visa expired, it is necessary to ask for coordination and cooperation with the relevant country to investigate the network of this gang.
