Former Supreme Court judge Anand Mohan Bhattarai has said that the central government's non-cooperation is responsible for the problem of federalism implementation.

He said that in order to implement federalism, there should be democratic behavior in political parties.

He said that the question of what is the difference between federalism and democracy and whether the geographical size of the country, population and other issues are sufficient for the federal system. He said that questions are being raised about federalism because there is a problem of good governance. 'If good governance is the common problem of the country, why should federalism be the focus?', he asked. He also said that there is a need for a debate about the effect of the country's economic situation on federalism. His proposal was also to review who benefited and how much in the years after the implementation of federalism in Nepal. 'Why did the situation come to the village of Singh Darbar and the villagers left the village ? If there is a need for revision or review, the question arises as to how to do it,' he said.
