The House of Representatives has passed the First Amendment Bill on the Constitutional Council (Works, Duties, Rights and Procedures).

In Wednesday's meeting of the House of Representatives, Defense Minister Manvir Rai proposed that the bill be passed with a message to the National Assembly on behalf of Prime Minister KP Sharma Oli. 

The first amendment bill related to the Constitutional Council (functions, duties, rights and procedure) submitted by the Speaker Devraj Ghimire with the message of the National Assembly was passed by the majority. The bill was discussed in Tuesday's meeting.

The bill was not submitted for decision after confusion arose among the parliamentarians of the ruling party. The bill regarding the Constitutional Council, which was passed by the House of Representatives and sent to the National Assembly, was re-passed after it came back with a message.

The Speaker of the House will now verify and send to the President for verification. 

In the Constitutional Council Bill, it is stipulated that if 4 members attend the meeting of the 6-member Constitutional Council, the quorum is considered to have been reached. If there are 5 people present in the council including the chairman, it will be considered as a quorum if three people are present. When there are four people including the chairman, if 3 people are present, the quorum will be reached. If there are 3 people including the chairman, if 2 people are present, it will be considered as a quorum.

There is a constitutional provision in the Constitutional Council, which is chaired by the Prime Minister, and includes the Chief Justice, the Speaker, the National Assembly Speaker, the leader of the main opposition parties and the Deputy Speaker. It is stated in the bill, "When the chairman and five members are present in the council, at least four chairmen and at least three members are present. In the case where the chairman and at least two members are present, the decision will be made by the votes of at least three members including the chairman and at least two members. In the case where the chairman and at least two members are present, the decision will be made by the votes of at least two people including the chairman and at least one member."
