The government entrusted the agent companies of Infinity Holdings, which is run by businessman Deepak Bhatt, to purchase arms and ammunition for about 6.8 million dollars for the police and 3.8 million dollars for the armed forces. 

Congress leader Balkrishna Khan was the home minister and Maoist leader Janardhan Sharma was the finance minister when the contract process was started for the purchases that were not in the budget.
