Congress president Sher Bahadur Deuba and Maoist president Pushpa Kamal Dahal held a formal/informal dialogue between the leaders who are close to them. The Congress has narrow options to form an alternative alliance if it so desires. A Congress alliance with Maoists (32), United Socialists (10, one suspension), Janmat (6), JSP (5), Civil Immunity (4) and LOSPA (4) will lead to a majority. But some Congress leaders have been arguing that such an option should not be taken by saying that if a coalition is formed by combining small parties, the government will become more unstable than the present one. 

Congress spokesperson Prakasharan Mahat said that even though there is some discomfort due to events such as the 'bargaining' of political appointments, the filing of a corruption case against former Prime Minister Madhav Kumar Nepal in the case of Patanjali Yogpeeth land, and the visit visa case, the party is not in the direction of thinking about an alternative to the alliance.

"The effectiveness of the government has been questioned even in the Congress central meeting, but there is no question about the legitimacy of the alliance," he said, "Congress should make a bottom line for power sharing." You can't do deceitful politics based on that alone.' 

On the first day of the central working committee meeting, leader Shekhar Koirala tried to increase the pressure on the party leadership by telling the conclusion that the rationale of the alliance has ended. But the voice of opposition to the alliance did not get strong after not getting the signal of immediate movement from the coalition.

Some members of the Congress said that the power of the executive worked in the corruption case filed against the former Prime Minister Madhav Nepal, who is also the president of the United Socialist Party, by the decision of the Constitutional Bench of the Supreme Court in the dispute regarding the appointment of 52 officers of the constitutional body. Some central members were of the opinion that the party leadership should be aware of Prime Minister Oli. 

In Sunday's meeting, central members Madhu Acharya and Dhruv Wagle argued that the decision of the constitutional bench had upset the balance of power and demanded that the party make a formal statement about it. The decision of the Supreme Court has seriously attacked the essence of the Constitution created by the Constituent Assembly. The supremacy of the constitution has been weakened. The balance of power between the legislature, the executive and the judiciary has been disturbed, said Acharya. Deputy Prime Minister and Urban Development Minister Prakashman Singh, who led the government from the

party, defended the government by saying that it should not go for the alternative of the coalition but to fulfill the expectations and hopes of the people from the current government. 

Leader Shekhar Koirala and some leaders of his party have been insisting that they should find an alternative to the current alliance. Leader Koirala insists that the government should be formed under the leadership of the Congress. He says, "From the beginning, I have been in the policy that the Congress and UML should form the government together, but as a large party, I believe that the government should be led by the Congress."

According to another official close to Deuba, the party leadership is not interested in the alternative because the alternative of the current alliance will be more unstable. Chairman Deuba believes that although the Maoists, United Socialists, Civil Liberties, JSP Nepal, LOSPA and Janmat Party are positive for the alternative alliance, there will be risks step by step if many small parties join together to form an alliance. There is already domestic and neighboring pressure to go to an alternative alliance. But the government is surviving because the chairman is not ready," the official said, "I don't think the chairman is ready yet. Therefore, there is little possibility that the government will be raised when the Prime Minister takes the vote of confidence.'

The 'secret' dialogue between the Congress President Deuba and the Maoist Chairman Dahal from time to time has alarmed the UML. The second level leaders of Maoist claim that before Vishwanath Paudel was appointed as the Governor of Rashtra Bank on 6th of June, there was a discussion about forming an alternative alliance between the two leaders and after that there were frequent talks. Congress President Deuba and Maoist Chairman Dahal were the chief guests at the event organized by Girija Prasad Koirala Foundation at Sheetal Niwas on Friday. The leaders say that they had a conversation in the waiting room before the start of the

program. UML Deputy Secretary General Pradeep Gyawali claims that the government is in a strong position. There is no problem between the main power partner parties. The government is moving forward with understanding," he said, "even if the government has to take a vote of confidence, there is no complication." Bishnu Rimal, chief adviser to the prime minister, said that the prime minister's office did not have the information about the civil liberties leaving the government. He said, "There is a rumor that Civil Immunity has left the government, there is no information." 

 Leader of the main opposition Maoists Varshman again says that the rationale of the two-party alliance has ended. He says that even though the Oli government will not be in crisis as long as it is with the Congress, questions are being raised about the legitimacy of the alliance. "The government has been under psychological pressure after the civil immunities withdrew their support. The government's rationale has ended because it has failed to strengthen good governance, the federal system of governance and economic prosperity,' he says, 'Parliament's math has not made a difference.' He is also represented in Lumbini and Madhesh state assemblies.
