After Maoist MP Sharma called the Congress chief whip 'a whip to use in his own party'...

The Education, Health and Information Technology Committee under the House of Representatives held a discussion on the School Education Bill on Sunday.

Committee Chairman Ammar Bahadur Thapa had already informed MPs and journalists that the school education bill would be passed in the meeting. However, Congress chief whip Shyam Kumar Ghimire proposed to postpone the meeting of the committee.

President Thapa gave time to committee member Ghimire to speak as the chief whip of Congress. Generally, any official of any party or parliamentary party is allowed to speak in the committee as a member. But Speaker Thapa allowed Ghimire to speak as Congress Chief Whip. Ghimire proposed to adjourn the meeting. 

There was confusion in the committee after the chief whip of the large party of the parliament and the ruling party proposed the meeting place. Then the main opposition Maoist MP Rekha Sharma objected. In the meeting of the parliamentary committee called to discuss the bill, Sharma said that the whip of the party was unacceptable. She objected that instead of proposing something to be added to the bill before the meeting of the committee started, it was proposed to adjourn the meeting itself. "This committee is not obliged to accept the whip of the chief whip of any political party, it is not considered". Where to get the whip, put it in your place, put it in your team,' she said. 

By that time, Ghimire had already gotten up to leave the meeting. He said that he has objections to MP Sharma's statement. In response, Sharma said, 'Do it by making rules, we also have rules.'

President Thapa apologized for giving time to speak to Ghimire as chief whip. He is a member of this committee. He is free to express his opinion. Let's not talk personally,' he said . 

MP Sharma then questioned the Speaker, 'The meeting has not been able to start, is it doing well after the adjournment proposal? A good message goes ? Are we doing a good job?'

MP Ghimire then said that he is a member of the House of Representatives and the committee. He claimed that he was insulted by Maoist MP Sharma's statement. 'You can't speak in such an insulting manner, what happens?', he said.

MP Sharma said in reply, 'The chairman proposes to proceed with the meeting. Chief whip comes to say stop the meeting . If that is the case, bring it wherever it needs to be passed, and we will have an opinion. Here's how to run a meeting ? As the meeting has been called, is the meeting under the control of the chairman?

MP Sharma said that the parliamentary committee meeting was slow in calling and discussing. He said that it is not right to call the parliamentarians to pass the bill and come up with an adjournment proposal before the meeting has started. How does this ensure that we are making good laws? Even if there were other new things, dozers are being run on the subjects we have agreed upon. In this case, we can clap our hands saying that this is okay?'

committee chairperson Thapa apologized and then the whip sat on the seat. Sharma said that the government is trying to strengthen the agreed issues regarding the bill.
