Ruling Congress MP Sarita Prasain has questioned the employees regarding the addition of another provision to neutralize the provision of 'cooling off period' in the Civil Bill.

He said that it was a fraud when the committee unanimously adopted the 'cooling off period' system and gave the responsibility to the staff to keep it in the report. 

Prasai said that after the committee secretary, secretary and staff of the Ministry of Law and Federal Affairs and General Administration were cheated for giving responsibility to the staff for writing the report in the Civil Bill. She said that this case has brought the chief secretary and secretaries to doubt before they work. 

Prasai said that the role played by the chief secretary, secretary and joint secretaries in the 'cooling off period' raised doubts about the personnel system. 'Is it a mistake to trust the chief secretary and secretaries?', she said, 'Who will trust whom?' Will the minister trust the secretary or not? Will the MP trust the secretaries or not? Will the people trust MPs or not?'

Prasai also said that three ministers of the Nepal government have come and accepted the arrangement of 'cooling off period'. 'Nowhere in the world is seen more strange than this . After three ministers came and said that this is the opinion of the government and let's do this, the bill was unanimously passed and handed over. To believe this line (chief secretary and secretaries) or not?,' she said.

Prasai said that the committee secretary, law and general administration officer was assigned to write the report of the bill which was unanimously passed by the parliamentary committee. She explained how the employees had the courage to remove or neutralize the provisions passed by the parliament and the government.
