Discussion on the Guidelines on the Work, Duties and Rights of Spokespersons

In the Ministry of Communication and Information Technology, there has been a discussion on the 2082 draft directive on the work, duties and rights of spokespersons.

In the ministry today, the suggestions of Nepal government agencies and the spokesperson and information officer of the National Human Rights Commission were collected.  In the guidelines, the obligations, duties and jurisdiction that the spokespersons have to perform to provide information were mentioned. 

In the discussion, the Secretary of the Ministry of Communication, Radhika Aryal, said that the role of the spokesperson is important to make the responsibility of providing the right to information to the citizens clear and effective. She said that she will prepare a complete draft by taking the practical and theoretical suggestions of everyone received in the said draft. In the program, Commissioner of National Information Commission Gagan Bista presented a working paper on the right to information.

He said that although the spokesperson and the information officer sound the same, there are some partial differences in terms of performance. Commissioner Bista said that the spokesman can give his opinion orally or in writing on the situation, pre-announcement and content of the relevant body, while the information officer has the obligation to provide written documents of the matters decided in the office.

Commissioner Bista said that the spokesperson had to face a challenge in the flow of information because information documents could not be organized in Nepal. Gajendra Kumar Thakur, Joint Secretary and Spokesperson of the Ministry, presented the Guidelines 2082 on the work, duties and rights of spokespersons. The spokespersons of the Constitutional Commission, who participated in the discussion, said that a very clear opinion is necessary for the spokespersons of the commission.
