The School Education Bill has been blocked from being passed by the Parliament's Education, Health and Information Technology Committee at the last minute due to the demands of the teachers' federation.

With the proposal of Education Minister Raghuji Pant and the support of Congress chief whip Shyam Ghimire and UML MP and sub-committee coordinator Chabilal Bishwakarma, the passing of the bill was stopped on Monday. 

Temporary, relief, contract and permanent arrangements for teachers and the process of teachers' performance were still to be decided. The agenda was to settle the matter and pass the bill. Most of the ruling and opposition MPs demanded to pass the bill along with the report. But after Education Minister Pant and Chief Whip Ghimire requested time to negotiate with the teachers' federation, the committee meeting was held 8 hours later than the scheduled time. The meeting has been adjourned indefinitely. Committee Chairman Ammar Bahadur Thapa announced that the meeting was adjourned on the condition that the agreements reached so far cannot be reversed. bill has already agreed to make 60 percent internal and 40 percent permanent through open competition for temporary relief and contract teachers. In the original bill, it is proposed to automatically convert the post to permanent and make it permanent from 50/50 internal/open. The agreement between the government and the Federation of Teachers to make 75 percent internal and 25 percent permanent through an open process was reached in 2080. 

The committee meeting has been indefinitely postponed to negotiate and agree on the position that the Federation of Teachers should be 100 percent permanent from within. It is reported that the bill has been stopped for further discussion as the teacher's federation expressed dissatisfaction with the agreement of the sub-committee to promote after getting 90 points in the performance evaluation.

At the beginning of the meeting, Education Minister Pant and Chief Whip Ghimire asked for time saying that the environment should be created to pass the bill. Congress MP Dig Bahadur Limbu, UML MP Vidya Bhattarai, Deepa Sharma, Sarita Bhusal, Ishwari Gharti, Maoist MP Devandra Poudel, Rekha Sharma, Raswap MP Sumana Shrestha and others responded to that. The chairman of the committee, Thapa, also took the position that the bill should be passed.

Parliamentarians suspect that there is a trick to make teachers 100% internal by reversing the agreement to make teachers permanent through 60% internal and 40% open competition. Minister Pant insisted that more time was needed as teachers were not considered in the 60/40 system. The situation has become complicated. Let's find a solution without going to teachers' agitation. We have to negotiate for that. The government needs time," he said.

After the proposal to stop the bill from the ruling party, some MPs could not reach a consensus to pass it even if they kept the provision of 75/25 or as specified. MP Vishwakarma said that an environment of consensus should be created to make the bill universally acceptable. He argued that the 60/40 arrangement agreed upon in the sub-committee should not be deviated from. It does not mean that the decision of the sub-committee should be reversed. Don't turn back from it. But the government should be given time," he said.

Education, Development and Coordinating Unit office, the arrangement of conducting SEE examination from the province has been reversed by the committee, showing the teachers themselves. Congress MP Dig Bahadur Limbu said that according to the decision of the sub-committee, the bill should be finalized after writing the report. According to the demand of the teachers, periodic promotion, specific category arrangement, medical expenses, unpaid leave units and SEE are agreed to be kept, so they cannot be flexible in all the demands. 

"If the agreement reached by the sub-committee is to be reversed, the government should withdraw the bill and bring it through the ordinance, the minister and the chairman should be serious," he said. The bill was under consideration in the committee for one and a half months as the education minister requested time earlier. Limbu pointed out that interest groups and party interests should be raised to pass the bill. "You can't please everyone. The bill should be passed and sent from the House of Representatives," he said.

UML MP Vidya Bhattarai, who is also the former education minister, said that the bill cannot be stopped by listening to the demands of interest groups. "The government should either stick to the provisions of the draft or accept the agreement of the sub-committee," she said, "The government cannot follow interest groups." Former Education Minister and Maoist MP Devendra Paudel claimed that the government is trying to create chaos by stopping the bill. 

RSWP MP Sumana Shrestha took a stand to pass the bill saying that laws should not be made only according to the interests of interest groups. The unit was put on the demand of teachers against federalism. "We are trying to reverse the provision that has been agreed to save the vote bank of the parties," she said.

General Secretary of the Teachers Federation Tula Bahadur Thapa said that in the meeting with the Minister of Education, according to the prior agreement, 75 percent of internal and 25 percent of the permanent system should be made permanent. We went after being called by the Minister of Education. Let's not assume 60/40. We have returned that we need 75/25," he said. Congress chief whip Ghimire and UML chief whip Mahesh Bertaula also participated in the discussion with the teachers. There are about 45 thousand teachers on temporary, relief and contractual basis. There is a provision in the bill to convert it into a permanent teacher post and fill the post.
