Bidya Devi Bhandari has officially announced her return to party politics on Saturday, two years and three and a half months after she came out of retirement after completing two terms of the president. While KP Sharma Oli is becoming the undisputed leader of the UML, Bhandari's announcement of his entry into active politics has created a stir in the UML.

The announcement on the sidelines of the Legislative Assembly is a sign that the power struggle between the two sections will start again.

UML was divided by leader Madhav Kumar Nepal in August 078 by raising questions about Oli's working style. After Nepal established the S and dissident leader Bhim Rawal was expelled, no leader was seen who could challenge Oli. 

On the occasion of Madan Bhandari's 74th birth anniversary, Prime Minister Oli, who was made the chief guest of the program, had already left while Bhandari was making a formal declaration that he would continue active politics in the program organized by the foundation established in his name.

Oli came out with a speech at the beginning showing his haste to visit Spain. When Bhandari, who spoke after Oli, announced that she had entered active politics with an analysis of all the facts, the UML row that was present welcomed her with thunderous applause. 

"After being freed from various political responsibilities, I have renewed my party membership with the sacred intention of continuing the party's political journey by remaining in the UML," Bhandari said in a debate program titled "Three Decades of Job". Although he announced his return to active politics during the convention, his expression of 'no specific ambition' made it unclear whether he would come to the leadership or not. However, he claims that Bhandari wanted to stop Oli by making provision in the statute that the leaders close to him should be 70 years old and cannot remain in the leadership for more than two terms.

Bhandari mentioned that she had visited different parts of the country and interacted with the people about the socio-economic development of the country, she had also met with experts in various fields at her own residence and as a result of that, she had decided to continue active politics.

She argued that she had to come to the journey of active politics because the obligation to make the people happy and the nation prosperous by building socialism based on social justice and equality has not yet been fulfilled. "The welfare of the country and the people is my aim and goal, the people's leader used to say - the people are God, there is no such thing as fatigue in politics," she said.

Oli, who spoke before him, said that it would not be possible if someone tried to detonate a bomb saying that UML would be destroyed by Madhav Kumar Nepal. "Some online people have analyzed that the program where Vidya Bhandari is coming will be broken. But, where the UML is, where the organizations close to the UML are, how to divide it? For some time now, teasing has been going on between the two leaders. Oli was expressing dissatisfaction when Bhandari started participating in programs under the banner of UML without formally announcing his return to active politics. After a 10-day visit to China, Oli expressed his displeasure when Bhandari intensified his programs and meetings in eastern Nepal. 

On 25th of June, Oli took a dig at Bhandari while inaugurating the session of the party's sister organization Aneraswaviyu.   Responding to that, former President Bhandari responded that she does not need to take permission from UML's committees and leaders to move around the country. I became the president of the country with the support of other left-wing and regional parties as well.'

Bhandari left Sheetalnivas after completing the second term of the president on 29 February 2079. Bhandari, who became president for the first time in October 072, became president again in February 074 for the second consecutive term. Before becoming the President, she was the Vice President of UML.

UML's party legislative convention to be held in August is considered to be the decisive point of the power struggle between the two leaders. The pro-Bhandari leaders have put forward the case that the party should have an age limit of 70 years and a provision in the constitution for not being able to take leadership for more than two terms. If the age limit of 70 years or a two-year term is implemented, Oli can be prevented from coming to the leadership from the next convention, the Bhandari supporters have a stake. Oli and his party leaders are in favor of not keeping both of these provisions in the law. 

 The senior vice president of the party, Ishwar Pokharel, who stood in favor of Bhandari, said that the principles of control and balance, tenure and age were well thought out in the organizational and political proposals passed in the legislative convention held in 078. "It was not suddenly put in a fight, the conclusions of the three decades of debate and discussion are well thought out," Pokharel said, "Democratization of party life is an inseparable part of Jawaj, it cannot be weakened." 

 UML is holding a legislative convention on 20-22 August, then another convention will be held for leadership selection. It is not a matter of the former president coming/not coming. He went on to represent the party in a strong system. After going there, he fulfilled a role. He is a political person, interested in politics. This is not an unethical thing," Pokharel said. "As far as what responsibility is to be taken, it is a matter of consultation with the president and within the party. There is no need for many kinds of tartar about it.' 

Along with the formality of the former president's entry into active politics, some leaders are also worried about the polarization between the two leaders within the UML and increasing the power struggle. However, establishment party leaders claim that this will not happen. Olinikat leader Padam Giri claims that the leaders who have been ideologically and organizationally in the same category in the past will move forward with understanding until the convention.

'In the party, when going to the convention, the two leaders will go with understanding. As stated above, the assumption that there will be polarization and power struggle is not fulfilled. There can be a situation of incitement even within the party," he said, "but since both the leaderships have been standing together in the past with a mature political ideology, the coming convention will be a convention of unity. An understanding is made on all issues. There is no situation of power struggle within the party.'
