Tribhuvan University, the oldest university in the country, where almost 80 percent of students study, has become a hostage due to the lockout of professors and students. The main administrative office of the university has not opened for 30 days after the ruling student organization Navysangh imposed a lock-down by some professors as well.

Acting Vice-Chancellor Khadg KC, Rector Duvinand Dhakal, Registrar Kedar Rizal have not returned to the office in Kirtipur since 14 May. The employees say that they could not go to the office not only because of the lockdown but also because of insecurity. Chairman of Tertiary Service Commission Ghanshyam Bhattarai, member Ajay Bhattarai has also not been able to go to the working room since May 30. 

Some of the officials and employees of the University have been working from the Dean's Office, Smriti Bhawan and other bodies of the Institute of Engineering Studies at Pulchok. They say that Gokul Limbu, the president of the partial professors' union, who is blocking the lockdown even when they are working elsewhere, is obstructing them. "After not being able to go to the office, even when working elsewhere, they come to surround me and threaten me," said an employee.

In some campuses of Kathmandu valley, the officials elected from the NSS to the Swaviyu vandalized and locked the vice chancellor's office on 14th June. They also locked the offices of the rector and the registrar. Swaviyu officials of Shankardeva, Saraswati, Public Youth, Sanothimi campus were involved in it. They demand that the graduation level admissions that ended in January should be disclosed. 

The university filed a complaint with the police to take action against those involved in the vandalism. After that, the Kathmandu police complex arrested 2 people involved in vandalizing public property and handed them over to the district administration office in Kathmandu to be prosecuted for indecent behavior, but they escaped the next day. 

Vice-Chancellor KC has been complaining to the Prime Minister and Chancellor KP Sharma Oli, Education Minister and Vice-Chancellor Raghuji Pant about the fact that those involved in vandalism have not been brought to action. But neither the culprits have been punished nor the initiative to open the lock.

The lockout of the union has been going on for 15 days and partial professors' union has also locked the vice chancellor, rector, registrar and service commission. Expressing displeasure after the process of appointing associate professors, associate professors and professors through interviews and interviews, the association's president Gokul Limbu, co-president Rajendra Acharya, general secretary Vaikunth Thapa and others have locked down. 

A partial professor is accused of appointing a relative from the fast track. On the recommendation of the Tertiary Executive Council, the Service Commission had published an advertisement in the last week of May to appoint 120 professors from the fast track. Triwi had appointed some associate professors and professors through the University Grants Commission in 2076 and 2078 through the same method. According to Vice-Chancellor KC, this method has been decided to bring in research-savvy manpower into the university service.

According to the agreement reached on July 18, 2081, instead of appointing a contract, the association said that partial professors are being displaced. In the statement issued by the union, it is mentioned that the advertisement of permanent deputy professorship without written examination should be canceled in the name of fast track. Some professors are demanding that advertisements should be opened so that everyone can compete on the basis of experience.

The statement mentions that the professional rights and security of two thousand part-time professors should be addressed. According to the union, when teachers are appointed on the fast track, experienced teachers who have been teaching for years will be displaced. "The university has been deceiving part-time professors many times and exploiting labor," President Limbu said, "The lockout will continue until the demand of part-time professors is met by canceling the advertisement."

The practice of part-time appointment, automatic contract appointment and contract-based permanent appointment through limited competition has been going on in the university. The Supreme Court has repeatedly banned it saying that internal competition is not allowed. Acting Vice-Chancellor KC said that he is ready to address the legitimate demand. "In today's civilized society, the way in which the academic community puts forward its demands cannot be locked. The university is ready to address fair demands through negotiation, he said.

Deepak Raj Joshi, the president of Swaviyu University Central Campus, said that it is sad that the professors and students are locked out. Lockouts and vandalism are unjust actions. A solution should be found through dialogue and discussion," he said. Vasant Dhakal, president of the University Professors' Association, also commented that the lockdown and vandalism were chaotic acts.
