The Maoists ignored the constitution and made the size of the Central Committee jumbo. The number of the central committee is increasing when small parties and people joining the party who unite with the Maoists are nominated to office bearers, permanent and central committees.

Maoists have been increasing the number of members in party committees against the law in the name of party unity and admission of people. After having more than 600 members as full and alternate members, the central committee meeting could not be held . In the case of the party convention, the highest body is the central committee, but the necessary decisions are made by the office bearers and the standing committee.

1032 more central members have been added than the constitution passed by the Eighth Congress of Maoists in January 2078. With the entry of the party, the process of distribution of central members continues . Although there is a provision of 299 central members in the constitution passed by the convention, it has reached 431 with party unity and admission of individuals.

Nepal Samajwadi and NEPA party united with Maoist in the second week of May, the size of the central committee has reached 431. Before that, the number of alternate central members is 204. Continuing to add alternate members . A 635-member committee has been formed as a full and alternate central  is . It is almost twice the size of the central committee of the UML . There are 311 people in the central committee of UML.

As the size of the Central Committee of Maoists has increased, the number of officials has also increased automatically. After former Vice President Nanda Bahadur became active in politics again, Ganganarayan Shrestha joined the Maoists from Nepal Samajwadi Party and the number of office bearers also increased. Pun has been nominated as the vice president and Shrestha as the secretary. At present, Maoist has 24 office bearers, 1 senior vice president, 4 vice presidents, 1 general secretary, 1 deputy general secretary, 10 secretaries and 1 treasurer, and 46 standing committee members.

In UML, there is a 19-member central secretariat (officials) including president 1, senior vice president 1, vice president 6, general secretary 1, deputy general secretary 3, secretary 7. There are 45 people in the standing committee.

The issue of Maoists increasing the size of the central committee uncontrollably is not new. The number of Central Committee was increased to 4000 in February 2077 after all the leaders in Maoist started asking for positions. At that time, everyone who asked for it was made a central member . Maoist was ridiculed as a party of leaders and not of the people. After uniting the party with UML in June 2075, it reduced this number to 200.

Similarly, in May 2073, the number of the Central Committee was increased to 1,099. The same committee was converted into the convention organizing committee. The Jumbo Central Committee was formed at that time after Ram Bahadur Thapa, Dev Gurung, Pampha Bhusal and other leaders who joined the revolutionary Maoists led by Mohan Vaidya joined the Maoists.

Dissatisfaction within the Maoists has started to increase after increasing the size of the Maoists ignoring the law. Maoists have decided to build an agile organization that can work quickly. In the political report presented by President Pushpa Kamal Dahal in the Central Committee of last December, it was also mentioned that the party committee should be made agile and fast. But due to the internal equation of Maoists and the tendency to share positions while uniting the party, there have been comments within the party that the committees are jumbo and ugly.

General Secretary Dev Gurung said that the law will not increase the size of the Central Committee. While the number of members has been increased without the decision of the Central Committee. The number of central committees has increased due to joining the unity process. The law does not allow this to be done,'' General Secretary Dev Gurung said, 'increasing the number of officers and central committees is not considered a violation of the law.'

Senior Vice President Narayankaji Shrestha said that although it was theoretically decided to streamline the party committees to make them successful, the size is increasing due to party unity and the entry of other leaders into the party .

"There was a theoretical decision that it did not work because of the large-sized committee, but due to party unity and other leaders joining the party, it has not been possible to form an agile organization," he said, "it is appropriate to form a central committee of 199 people in the upcoming convention." "The party should be built by adopting the law, method and method," he said, "everyone needs to be serious about it." Without having a central committee meeting, the size of the central committee is gradually being increased by the standing committee meeting. The Central Committee held in December 2081 increased the size of the Central Committee from 299 to 409.

The first legislative session of the Maoists in February 2080 also passed a law with provisions for a 299-member central committee . It is stated in the statute passed by the legislative session that the Central Committee will have a maximum of 199 members. The Central Committee will elect 11 officers including the President, Senior Vice President, Vice President 3, General Secretary, Deputy Secretary General 2, Secretary 2 and Treasurer. But contrary to the law, the size of the officers, standing committee and central committee has been increased.

It is mentioned that two-thirds of the Central Committee should be required to amend the constitution. "If the constitution needs to be amended before the legislative session, two-thirds of the central committee can amend the party constitution so that it is responsible for the legislative session," the law states. But without revising the constitution of the Central Committee, the Maoists have increased the size of the Central Committee.
