The high-level inquiry committee formed by the government under the chairmanship of former chief secretary Shankardas Bairagi will study the Tribhuvan International Airport immigration reform only.

As the authority is conducting a separate investigation on the airport's condition and irregularities, the committee has been given a 9-point mandate to study the problems caused by policy, legal and structural deficiencies and suggest to the government. According to one member of the committee, the committee will start working immediately after making the procedure.

Minister of Home Affairs Ramesh Akhtar said that the government formed the committee on the basis of the two-point agreement with the main opposition Maoists and it will work in the direction of policy reforms. On May 30, two points were agreed between the government and the Maoists.

UML chief whip Mahesh Kumar Bertaula and Maoist chief whip Hitraj Pandey signed on behalf of the government. The agreement includes the government's support to the authority's investigation, the government's study and investigation to solve the problems seen in the past in relation to immigration and visit visas, and concrete initiatives in policy, legal and structural reforms.

The Home Minister author read out the nine-point jurisdiction given to the 7-member committee chaired by Bairagi in the Parliament meeting on Tuesday. The first point of jurisdiction given to the committee includes the issue of facilitating the travel of people going abroad for all purposes including immigration management, visit visa and proposing an action plan for immediate and long-term improvement.

Similarly, the subject jurisdictions include submitting suggestions with drafts for revision or review of existing laws, regulations, procedures, standards and other policy and legal arrangements if necessary, suggestions for improvements in the existing structural arrangement in immigration management, staff management with proposals for improvements, and submission of suggestions for improvements and arrangements to be made in coordination and cooperation between related agencies to prevent problems in immigration management and the arrival and departure of citizens.

The committee has been asked to study and implement international best practices in the direction of immigration management and facilitating the travel of citizens and implement them according to Nepal's environment, study the necessary measures to prevent the problems faced by travelers and the problems arising from staying abroad illegally, make the immigration system technology-friendly, simple, easy, and fast to make service delivery effective, and organize the role of the concerned agencies or organizations related to the subject of foreign arrivals and departures.

The Maoists, who retreated from the obstruction of the parliament after two points were agreed, have thanked the government for taking a step forward with the formation of the committee. Maoist leader Barshman Pun thanked for forming the committee and said that he was hopeful that there would be a fair and independent investigation for the reform of immigration. Ever since Tirtha Bhattarai, who is the chief immigration officer of the Tribhuvan International Airport office, was pulled over by the authority for investigation on 7th of June, questions have been raised in the parliament and outside the parliament about the irregularity and irregularity in immigration.

UML's chief whip Bertaula said that the visit visa case was entered into the parliament after Bhattarai was taken under control by the authority and since the task of bringing it to a conclusion is done by the authority, the government has formed a high-level committee focusing on policy shortcomings. Raswapa and RPPA are trying to bring political issues. But this is a legal, administrative matter. "Immigration is a matter of reform," he said.

Congress chief whip Shyam Ghimire said that since the authority is investigating irregularities and corruption, the committee formed by the government will study only in the direction of policy and structural reforms.

Some people think that this investigation was made on the Home Minister, but it is not. The committee will clearly study the legal, structural and policy issues for the reform of immigration and submit suggestions to the government," said Ghimire. The opposition RSVP and RPP have continued their protest in the parliament saying that the committee is unacceptable. They have been demanding that a committee should be formed under the chairmanship of a sitting or former judge.
