The Ministry of Labour, Employment and Social Security has stated that the government is advancing strategic reforms and implementing a technology-based 'e-migration governance' model to include Nepali workers who are employed abroad in a respectful, safe and transparent system.

"We have combined policy, technology, diplomacy and human rights to improve the field of foreign employment," Labor, Employment and Social Security Secretary Krishnahari Pushkar said while addressing the representatives of 25 countries participating in the Asia-Gulf Dialogue for the implementation of the Global Relationship for Migration (GCM) held in Kathmandu from Wednesday, "Nepal is working to strengthen labor acceptance, tracking and transparency through digital systems such as Shram Sansar, ESSF and Femis".

He said that information access, regulation and assistance are provided to workers when they go abroad and return through these systems. The remittance received from the sweat of more than 1.5 million Nepali workers working in the Gulf region accounts for a quarter of Nepal's gross domestic product. However, the benefits of immigration cannot be fully achieved unless it is safe, dignified and rights-based,' he said, 'especially in low wages, informal sector and women workers, there are challenges such as false recruitment process, risky work environment, minimum access to justice, lack of social security.'

According to him, Nepal has put forward five major reform programs to make labor migration safe, transparent and well-governed. These include promotion of fair admission system, strengthening of bilateral labor agreements, pre-departure orientation and skills training, expansion of consular support through embassies, future-oriented manpower development for green and digital sectors.

Labor Secretary Pushkar said that he is collaborating with bilateral and multilateral partners in the strategy of preparing Nepalese manpower according to the demand of the labor market of the destination country. Nepal has been actively participating in the Abu Dhabi Dialogue and the Colombo Process. which is an important means for technical cooperation and common decision-making process,' he said, 'It has helped to advance the mutual recognition of skills and qualifications, social security and grievance redressal system according to international labor standards.'
