Home Minister Ramesh Akhtar informed the House about the terms of reference of the high-level inquiry committee formed in connection with the visit visa case. Taking time to speak at today's meeting of the House of Representatives, he informed about the formation and mandate of the committee.
He said, 'In order not to affect the investigation work currently being done by the Abuse of Power Investigation Commission, the scope of the committee is to study and investigate the issues related to immigration management, visit visas and other visas and the problems created by them, focusing on the following areas and submitting a report with suggestions.'
According to the Home Minister, the committee has the responsibility of proposing immediate and long-term action plans for policy, legal and structural reforms to solve the problems identified through study, analysis and factual investigation to facilitate the travel of people going to and from abroad for all purposes including immigration management, visit visas.
The committee is also given the responsibility to revise or review the existing laws, regulations, procedures, standards, etc.
It is mentioned in the mandate 'to submit suggestions with proposals for improving the existing structural system and personnel management in immigration management and to make necessary arrangements for coordination and cooperation between related agencies to prevent problems in the arrival and departure of citizens'. The
committee will study international best practices related to immigration management and facilitating the travel of citizens and suggest measures that can be implemented in the context of Nepal. The committee has also been given the responsibility of studying the problems faced by people traveling using other visas such as visit visa, labor visa, and the problems arising from living abroad illegally and submitting suggestions on the measures to be taken to prevent them. The
committee will make necessary suggestions to make the immigration system technology-friendly, simple, easy and fast, and make the service delivery effective. In addition, the committee's scope of work will also include suggestions regarding organizing the role of the relevant bodies or organizations related to foreign departure and arrival. The
committee will suggest measures to be taken to keep immigration arrival and departure records safe and sound. The committee can determine its own procedure and invite officials from government or non-government organizations to take suggestions as needed. The
committee has to submit a report to the government of Nepal within three months.
The committee formed under the chairmanship of former Chief Secretary Shankardas Vairagi has joint secretaries Tirtharaj Chilwal (Finance), Aruna Joshi (Law, Justice and Parliamentary Affairs), Ramakrishna Lamichhane (Culture, Tourism and Civil Aviation), Mani Ratna Koirala (Foreign Affairs), Pradeep Koirala (Labour, Employment and Social Security) and Anand Kafle of the Ministry of Home Affairs.
