The MPs of the ruling party have become angry in the parliament saying that the ministers have been arbitrary in the selection and allocation of ministerial schemes.

Congress and UML parliamentarians have prayed to Pashupatinath in the Parliament for the amendment of ministerial allocations and the re-evaluation of ministers so that such ministers lose in the upcoming elections.

Big leaders and ministers of the ruling party have said that the country's budget is only in five districts and the rest of the 72 districts should be 'leased' to other countries.

MPs say that while planning in the ministerial constituencies, the budget was less than 3 crores, but the Ministry of Finance set a ceiling on the plans recommended by them. UML MPs have expressed their displeasure with the allocation of ministries led by the Congress, while Congress MPs have criticized the overall allocation.

Independent MP Amresh Kumar Singh, who supported the government at the beginning of Sunday's meeting of the House of Representatives, not only objected that the plan was only in five districts and not in the remaining 72 districts, Speaker Devraj Ghimire got into a fight with UML and Congress MPs from the rostrum.

I would like to request the government that four-five districts are lucky districts, keep them in Nepal, lease the remaining 72 districts to America, China and India. If the budget does not go, why keep it in Nepal? To keep only to collect tax?' he asked.

Prime Minister and UML President KP Sharma Oli's Jhapa, Congress President Sher Bahadur Deuba's Dadeldhura, Deputy Prime Minister Prakashman Singh's Kathmandu, Deputy Prime Minister and Finance Minister Bishnu Paudel's Rupandehi, Singh's comment, are the only districts that are prioritized for the budget. UML  Chief Whip Mahesh Bertaula said

In the same language as Bertaula's rule, Speaker Ghimire instructed Singh's speech to be removed from the record of Parliament. Then Singh said angrily, "The Speaker had to give instructions that why the budget in 77 districts

didn't go? The speaker does not come to give that instruction? Do you give the same instructions as the Speaker UML said? The Speaker belongs to the Parliament, not to the UML.' During that time, Congress and UML MPs also raised slogans against Singh.

Ruling Congress MP Purna Bahadur Tamang prayed from the rostrum of the House of Representatives that Deputy Prime Ministers Prakashman Singh and Bishnu Paudel should not come to Parliament in the upcoming elections. Tamang warned that he would raise questions against Singh in the upcoming party convention and challenge Poudel in the next election in Rupandehi, saying that he has 150 schemes worth 2 lakhs to 2 crores in Kathmandu and 79 schemes in Rupandehi.

UML MP Surya Thapa objected saying that the Ministry of Urban Development is the most unstable and has pushed forward 1000 plans. He commented that Deputy Prime Minister Singh did not allocate in the scheme recommended by the MP but kept the budget in his father's name.

"The allocation of 750 million rupees of the Ministry of Urban Development in exchange for Ganeshman Singh's honor is wrong," Thapa said.

Thapa also alleged that Deputy Prime Minister Singh ignored the plans recommended by MPs and went looking for party organizations Navy Sangh and Tarun Dal. The MP from the ruling party said about your budget allocation. I want to challenge, this is the situation," he said, "what is the Ministry of Urban Development, Tourism, Sports, Women, Children and Social Welfare doing this? What is this way that the ceiling of the government, of the Prime Minister, of the Finance Minister, of the Planning Commission does not have to be implemented?''

It is said that the finance minister has cut the ceiling of every ministry in the plan recommended by us, but why has it not been cut for the plan you put forward? Did you cut the ceiling just to keep the plans recommended by MPs?' said UMA MP Bijula Rayamazhi.

Congress MP Ramhari Khatiwada demanded that the budget should be revised. We would have been very happy since there has been a representative minister elected by the people. There is so much noise about the budget, there is an opinion that it should not be changed 'come, full stop', it should be changed," he said.

UML MP Vasudev Ghimire objected saying that the ministers are planning only in their constituencies in the greed of winning the upcoming elections. Should the minister be the one to make the budget? Last year there were two dozen ministers, now there are two dozen more, the same pattern has been repeated. You have set the tradition of teaching like this, let's change this,' said Ghimire, 'past events have shown that elections will not be won by spending the budget.'

Congress MP Sunil Sharma expressed outrage saying that the ministers were shameless in budget allocation.

Do you have the heart to be responsible to the citizens? Are you the minister of the country, the leader of the country or the minister of a small group?'' He asked, 'Can only four or five people from this region reach those who have been ministers of the Congress-UML?'

Congress MP and former Finance Minister Gyanendra Bahadur Karki demanded to withdraw the provision of 'Take and Pay'. He requested that the Nepal Electricity Authority withdraw the provision of 'take and pay', which only pays for the amount of electricity it purchases from the private sector. Congress MP Arjun Narsingh KC termed the formation of the Good Governance Commission under the chairmanship of Prime Minister KP Sharma Oli as a 'journey to nowhere'. His suggestion is to resolve the opposition of RASWP and RPP in the parliament through dialogue.

Congress whip Sushila Thing criticized the women's ministry's budget for not being women-friendly, senior citizen-friendly or child-friendly. She also objected to breaking the ceiling of 3 crores. Mahesh Bertaula, Chief Whip of UML, says that ministers should pay attention to the fact that representatives of the local level are criticizing the budget along with the people. Congress MP Maina Karki urged Jajarkot and Karnali states to allocate budget from somewhere. "We go to the door of the ministry with a plan. However, when we saw zero cost in the red book, we were forced to speak," she said.
