In the budget presented by the provincial government, new schemes have been introduced by prioritizing sectors like agriculture, health, education, and social security. From the educational reform of the poor community to the health of the senior citizens, the plans are of the province. From farmers to commercial enterprises, the provinces also have an emphasis.

The Koshi government has launched a program targeting girls from the Musahar community, which is listed as a backward community. 1 million 50 million rupees have been set aside for the ``Saksham Chori Program'' for economic and social transformation by increasing access to education for the daughters of the Musahar community. 

programs such as 'Province's dignity, respect for senior citizens' and 'integrated screening' for diagnosis of women's uterine prolapse and childlessness are also in the budget. There are programs such as promoting the ``Farmer First'' program by recognizing and awarding professional farmers from the financial year, campaigning through retired agricultural technicians, university professors, students and experts to attract new entrepreneurs to agriculture, and holding tea conferences in the province to promote tea. 

In order to promote dairy farmers, the province has launched programs such as ``I will move forward against social evils'' aimed at students, giving a subsidy of Rs.

Lakshmi Bhandari, a scholar of economics and professor of Panchthar Multiple Campus, comments that although the budget allocated in the education and agriculture sector is low, the issues he is trying to address are important.

The Madhesh government, which has introduced the policy of 'Feed the Nation', has allocated a budget for the food plan to fulfill it. Under Feed the Nation, Madhesh has allocated a budget to promote two rice crops. Madhesh, which has allocated 2 billion 83 million rupees to the Ministry of Land Management, Agriculture and Cooperatives in the upcoming budget, has also budgeted for the plan to make them self-sufficient in food related to agriculture and farmers. 

The government of Madhesh has allocated a budget for processing, packaging, labeling and branding by developing and expanding Makhana cultivation, which has become extinct in Terai-Madhesh but is in high demand in the world market. Madhesh has also allocated funds for the promotion, protection, development and expansion of Raithane Bali Ol, Sohijan and millet cultivation. In the Terai-Madhesh, which is suffering from the destruction of Chure, a program has been introduced to protect the integrated watershed for the balance of the water cycle. 

Madhesh has also allocated a budget to complete the work of around 500 structures which are incomplete due to lack of budget. The budget has also been allocated for programs related to the elderly, women and girls. Construction of modern 'Old Age' houses in Janakpur and Birgunj and 'Beti Zindavad' program have also been earmarked. Loan card program for industries, businesses and farmers is also included in the budget. Budget has also been allocated for 'start up' program and feasibility study for establishment of chemical fertilizer industry including urea. A budget has been kept to deliver the bodies of Madhesh workers who die during foreign employment to their homes free of charge after entering Nepal. 

Although the slogans and plans in the budget are beautiful, the implementation needs to be worthwhile. Bhogendra Jha says. According to Jitendra Mahaseth, vice president of the Madhesh Province Association of Nepal Industry and Commerce, the state government has introduced some new and good plans in the fields of agriculture, industry, tourism, and sports. 

The Bagmati state government has adopted a policy of abolishing unnecessary provincial structures in the budget. Economic Affairs and Planning Minister Kundanraj Kafle has announced to form the Provincial Youth Sports Development Council by merging the Provincial Youth Council and the Provincial Sports Development Council established under the provincial structure. It is mentioned in the budget statement that the Provincial Dairy Development Board, Provincial Cooperative Board and other structures will be abolished. But a good budget has been allocated for the Provincial Dairy Development Board, which has been announced to be cancelled. 

The provincial government has introduced the 'One Local Level, One Major Industry' program in five municipalities of the province to increase production and create jobs. 50 million 10 million has been allocated to run the 'One Ward One Enterprise' program in each ward of 13 districts. The province has allocated a budget of 25 million 5 million to continue the 'One Ward, One Agricultural Product' program in the coming year. For the availability of pesticide-free fruits and vegetables, a budget of 90 million has been allocated to establish and operate pesticide residue testing laboratories based on information technology in 16 municipalities. 

6 crores have been allocated for the establishment of 4 smart agricultural farms in cost sharing with government organizations and companies. 60 million has been allocated for the program 'One district, one special agricultural production pocket area' in all the districts of the province. 15 million has been allocated to establish 'one state assembly constituency, one organic fertilizer production factory'. 

The state government has continued the social security program for orphaned children. The government has allocated a budget of 250 million for institutional strengthening and physical construction of Bagmati Province University. The residential program of the community school, which is operating in partnership with the local level, will be continued. It is said that quality education will be ensured by increasing access to compulsory and free education for children from underprivileged and highly marginalized communities. 

The government has allocated 22 million rupees to build the infrastructure of Shivpuri Rural Municipality of Nuwakot, Indrawati Rural Municipality of Sindhupalchok, Bakaiya Rural Municipality of Makwanpur, Mandandeupur Municipality of Kavre, Neelkanth Municipality of Dhading, Dudhauli Municipality of Sindhuli and cultural industrial village in Changunarayan Municipality of Bhaktapur. 

Gandaki government has come up with a plan to screen newborns and children for possible diseases. 55 lakh rupees has been allocated for the screening of rheumatic, heart disease and heart valve conditions in children. The plan to expand the Neonatal Intensive Care Unit (NICU) in hospitals under the province is included in the budget. 

There are preparations to start NICU service in 2 out of 14 hospitals under the provincial government. 20 lakh rupees each have been allocated to open a childless treatment center at Matri Shishu Miteri Provincial Hospital and to establish a disability treatment center for children with intellectual disability and autism at Madhyabindu Provincial Hospital. 76 lakh rupees has been allocated to establish and strengthen emergency trauma care units in Dhaulagiri, Madhyabindu, Tanahun, Syangja and Burtibang hospitals. A budget has been allocated to establish a trauma care unit for the treatment of accident victims on Madhyapahari, Prithvi and Siddharth highways. 

Air rescue of pregnant women, free outpatient and laboratory services for patients under 10 years and over 60 years of age have been continued. It has announced a program with the slogan 'Go to Pokhara, enjoy nature and culture' focusing on the tourist capital Pokhara. The state government has included the legalization of domestic liquor in the budget itself. The government plans to replace the import of alcohol and alcoholic products through systematic production, regulation and marketing of traditional domestic alcohol. 

Youth talent awards, providing concessional loans, professional development and honoring of players have been continued. In the coming year, the government aims to complete 200 water supply schemes and connect 15,000 homes with private water supply. 

The government has immediately backed away from ride-sharing regulation and management is also included in the budget. The government has announced to make ride sharing self-drive effective to ensure passenger safety by giving priority to indigenous apps. 

The Lumbini government has put forward a policy of discouraging Tutre Yojana in the next year's budget and completing incomplete Yojana. The government, which has brought a deficit budget for four years, has reduced the budget by 60 million for the next year. In the budget, 5 crores have been allocated for the campaign 'My School My Responsibilities' in education. 

The state government has introduced a civil health program. For this, a budget of 2 crores has been allocated for the coming year. It has also been mentioned in the budget to operate the Provincial Project Bank and to fully implement the Provincial Road Master Plan. There were 3,400 road plans in Lumbini. By reducing them, now only 609 roads have been budgeted. Budget has also been allocated for yoga camp, psychosocial counseling program plan. 

A budget of 80 million has been allocated to reduce the problem of waste in Lumbini. Spokesperson of the government and Minister of Agriculture Land Management and Cooperatives Dinesh Panthi said that the government has completely discouraged the broken budget and has also removed slogans and campaign-oriented programs. He says that every ministry has no plan below 5 lakhs. 

The Karnali government has mostly continued old plans towards infrastructure and ministerial programs. The state has also launched new programs including establishment of apple board, 'Karnali Investment Fund', 'Karnali Startup Fund', 'Business Incubation Centre', 'Make in Karnali', 'Made in Karnali' for youth self-employment. 

An amount of 25 crores has been allocated as seed capital to establish 'Karnali Investment Fund'. It is mentioned in the budget that ``Karnali Startup Fund'' and ``Business Incubation Center'' will be established targeting young people with innovative ideas. 2 million rupees have been allocated for marketing the goods and services produced by such industries.

An interest subsidy program is being started on entrepreneurship-based loans targeting the earthquake-affected youth of Jajarkot, Rukum West and Salyan. 60 million has been allocated to promote small and medium enterprises. In addition, Karnali has also introduced a program of interest subsidy on loans to businessmen, cooperatives, firms, companies and farmer groups doing agricultural business on more than 5 hectares of land.

For the expansion and promotion of apple farming, a budget of 140 million has been allocated for the formation of an apple board and for the expansion of farming. A budget of 345 million has been allocated to develop Kharpa-Simkot model integrated tourism infrastructure and make the ancient Ringbo settlement on the banks of She-Foksundo Lake a model.  To reduce the risk and impact of

disaster, the province has also launched a collective disaster risk accident insurance program for all the houses and citizens of Karnali. 50 million rupees has been allocated for this program which was started from the previous year. Subsidy on dairy products has also been continued. According to which, farmers in Himalayan districts will get subsidy of Rs. 10 per liter and hilly districts will get subsidy of Rs. 5 per liter. 

Sudurpaschim province government has brought in the budget one constituency one model school for the development of the educational sector, one local level two products for the development of the agricultural sector, women, children and senior citizen decade. Also, the MBBS scholarship program has been continued in the coming financial year as well. 

In the last academic session, the number of students in local public schools is decreasing, so the process of merging schools is increasing. Therefore, in the budget, the province has launched the scheme of 'One Province Constituency, One Model School'. The state government has announced 2082-92 as the Decade of Women, Children and Senior Citizens and has launched a plan to conduct targeted programs.

 The budget has been allocated to run the program of 'one local level two products' for the development of agriculture, animal husbandry and fisheries in the coming year. To implement the program in Far West, which has 88 municipalities, it is said that one hundred and seventy-six pockets will be constructed by determining one area for agricultural production and one for animal production. A plan has been announced to mobilize one agricultural and animal technician in each pocket.
