Don't expect many votes when the ministers are pouring the budget: UML MP Ghimire

UML MP Vasudev Ghimire, who is leading the government, has objected to the ministerial allocation for the next financial year.

He expressed displeasure that the ministers allocated plans only in their constituencies and did not budget for the projects recommended by MPs.

In the meeting of the House of Representatives on Sunday, MP Ghimire said that the ministers allocated the budget to their constituencies out of greed to get votes in the elections. He suggested the ministers to take care not to get votes while making discriminatory allocations. He said that the ministers have been complacent in the allocation of the ministry .

'Should the minister be the one to make the budget ? Last year, there were two dozen ministers, now there are two dozen more, the same pattern has been repeated. Next time another two dozen will be added, that will happen. Others will do the same . You have established the practice of teaching like this, let's change this,' Ghimire said, 'past events have shown that elections will not be won by spending the budget. Ministers should not expect to get many votes while pouring the budget.'

MP Ghimire also said that there is a need for a method to involve MPs in the budget making process. He expressed his displeasure by saying that MPs were limited to only the appearance of clapping and passing the budget brought by the government.

MP Ghimire said that after looking at the policy and program, the hope that had been awakened turned into disappointment after the ministerial allocation. 'After seeing the appropriation bill, it has brought disappointment . There is a long discussion in the parliament, but the budget brought by the government is set to be passed,' he said, 'I am not the only one who will suffer. We used to say that opposing is the religion of the opposition, but as much as the MPs of the ruling party have spoken, there are MPs and officials, apart from him, we have found that others are not satisfied with the allocation. Let's settle the matter .'

MP Ghimire also said that arrangements should be made to amend the budget. He also said that the parliamentarians were misled by asking for a plan before the preparation of the budget. He expressed his displeasure saying that the Ministry of Urban Development kept the budget for only five plans by demanding 7 plans from each MP. He said that the plan of the minister can be kept but the plan of the parliamentarian has been blocked in the name of a ceiling of three crores.

Stating that the current government has more criticism than the previous government on the budget, he suggested to take care of it.
