After MP Amresh Singh asked to lease 72 districts to America, China or India...

There was a controversy in the House of Representatives after MP Amresh Kumar Singh said that 72 districts, which have been discriminated against in the budget allocation, will be leased. While speaking in the Parliament, Singh, an independent MP, said that only five districts were lucky in the budget and the remaining districts were discriminated against.

In the meeting of the House of Representatives on Sunday, Singh said, 'I want to request the Nepal government to keep four or five lucky districts in Nepal and lease the remaining 72 districts to another country. Give America, China, India . If the budget doesn't go, why keep it in Nepal? To keep only to collect tax ?'

UML chief whip Mahesh Bertaula objected to MP Singh's statement. "It is objectionable from the rostrum of the Parliament to merge the country into another country, including America," said Bertaula.

Then Singh objected, 'I didn't say let's buy it, I said let's lease it.' Bertaula said that such expressions are anti-national. 

Singh said that the Prime Minister and the ministers had objections after sending the budget only to their districts. Bertaula demanded that Singh's statement be removed from the record of Parliament. Bertaula said that the statement should be made a subject of action, he should not be allowed to speak further and he cannot sit by listening to anti-national expressions. 

Speaker Ghimire said, 'The parliamentarian has said that apart from the five districts, other districts will be given to other countries . Therefore, the unparliamentary language was used in the parliament when he said that he would have given the land of Nepal by taking the name of other countries. I direct that it be removed from the record, bearing in mind that language that raises questions about the nation has been used.'

MP Singh then questioned Speaker Ghimire. "The Speaker gives instructions on a party basis . We are not ready to accept that instruction. The Speaker had to give instructions that why the budget did not go to 77 districts? Speaker does not come to give that instruction. Whatever the UML says to the Speaker is the instruction. Speaker belongs to Parliament, not UML.'

Then, MP Singh was blocked from speaking by UML and Congress MPs . They called MP Singh a 'traitor'. In response, Singh called UML and Congress 'traitors'.

The UML and Congress MPs even raised slogans saying 'Action Singh'. After that Speaker Ghimire instructed to speak on the matter.  In the

reply, Singh replied by giving directions to independent MPs and small parties, and discriminating budget allocation. Speaker Ghimire instructed to speak on the scheduled topic and if he did not speak on that topic, he instructed to leave the rostrum. Even then Singh objected . 

Singh also warned not to raise questions about his nationality. He also asked the speaker to conduct the meeting based on merits and demerits.
