In today's meeting of the House of Representatives, the discussion on the allocated titles for various 10 ministries is continuing. In the meeting, MPs expressed their views on the pros and cons of the budget and also spoke on current issues.
Nepali Congress leader and former minister Dr. Prakasharan Mahat said that effective implementation of the budget is more important than how much was allocated to which ministry. He mentioned that the budget is distributed according to the resources of the country and raised the question of allocation, prioritization and its use under the subheadings of the budget.
The leader of Nepal Communist Party (UML) and former minister Yogesh Bhattarai said that there is always a problem because the participatory process is not adopted in the budget making, and he suggested that it would be improved if development councils were formed in all the seven provinces and included in the federal budget after discussion. He asked the Home Minister to investigate and study the visit visa issue and implement two points. The ministers also demanded that the discussion on allocation should be prioritized and attended the Parliament meeting.
The leader of Nepal Communist Party (Maoist Center) and former minister Shakti Bahadur Basnet mentioned that the allocated budget for the rehabilitation of the earthquake victims was low and said that it would be difficult to immediately rehabilitate the affected people. He also expressed the opinion that basic health services should be free for all.
Nepal Communist Party (Unified Socialist) leader and former minister Kisan Kumar Shrestha said that the practice of influential leaders or ministers increasing the budget only in their own areas has reduced the credibility of the budget. He said that if the necessary budget is allocated to transformative projects, instead of scattering the budget like Kanika's seeds, rapid development will be possible.
Janmat Party leader and MP Abdul Khan said that the overall development of the country is not possible as the ministers increase the budget only in their areas. He expressed the opinion that such problems would be solved if a cabinet without parliament could be formed.
Democratic Samajwadi Party, Nepal's leader and MP Ram Prakash Chaudhary commented that Madhes province was neglected in the budget and drew the attention of the government to bring back the bodies of Nepalis who died abroad as soon as possible.
In the meeting of the House of Representatives, under the Appropriation Bill, 2082, federal affairs and general administration, energy, water resources and irrigation, defense, health and population, drinking water, education, science and technology, foreign affairs, labor, employment and social security, home, communication and information technology are being discussed in a group. The parliamentarians have expressed their views on the titles of all these ministries.
