After the diversion built in Binayi River at Dumkiwas on East-West Highway was washed away, when the driver tried to force the bus to cross the river, the bus along with almost all the passengers was swept away at midnight on Thursday. This is not the first time that the diversion built in Vinayi River has been swept away by floods after normal rains.

On the 26th of January last, the steel bridge at Binayi Khol in Dumkiwas of Mahendra Highway was broken when a truck carrying heavy goods was moving. After that, the road department made a diversion and allowed the vehicle to pass. But such diversion has been flowing many times . Due to repeated diversions, government investment is not only being wasted, thousands of passengers have to suffer repeatedly. 

According to the road division of Bharatpur, which oversees the maintenance work of the highway from Gandakot to Downe, in the last week of December, by placing a hydraulic pipe in Binayi river  48 lakh rupees were spent while constructing the diversion. Narayan Prasad Lamichhane, Chief Engineer of Road Division Office, Bharatpur, said that since then, every time a diversion is constructed, an average of one lakh rupees is spent. The department said that government JCB, Excavator and Dozer have been placed there after the diversion has flowed many times.

52 years ago, the iron bridge of Binayi River was built. During the widening of the highway, the construction of a concrete bridge over the Binayi River has also been completed. Two weeks ago, the concrete bridge collapsed. According to the road department, after four weeks of the slope, vehicles will be able to drive over it. It seems that passengers will have to suffer in Vinayi River until then, as it will reach the four-sat slope on June 22.

Between Dumkiwas in East Nawalparasi and Bardghat Bazar in West Nawalparasi, there is a 14 km long road. This road section has been blocked for the last four days due to the modern and extremely steep and slippery road.  Those who are being killed, thousands of passengers . There are 4 big culverts under construction on the road 4 km west of Dumkiwas. Even when the road is open, there is a traffic jam here because only one-way traffic is allowed at that place. 

Ramchandra Kafle of Butwal, who arrived at Dumkiwas on Wednesday evening, is waiting for the road to open in the hope that he could reach Bardghat only. He said, 'What can be more embarrassing than this?'

Ghanshyam Giri, chairman of Binayi Triveni village, says that if the road department only lays gravel, the vehicles will slip and get into an accident and the road will be blocked. He said, 'Thousands of passengers are being inconvenienced because they did not pay attention to the road department despite hundreds of requests.' Giri said that it has been 6 years since the road section, which is considered the lifeline of the country, has been damaged and this time it is the limit. 

It is not the job of the police to open the highway, the police is only to arrange the traffic management, the work of road construction and maintenance is the responsibility of the road department. As soon as it rains, the car can't climb up and slip on the hill. 

According to the police, the road has been blocked since Friday evening, from Sunwal in West Nawalparasi to East Nawalparasi, and there is a road jam in the area of ​​about 100 kilometers. More than 18,000 vehicles ply daily on Butwal Narayangarh road. There is a double traffic jam on the highway since four days since vehicles cannot cross. Thousands of passengers and drivers are suffering. 

Although the Chinese contractor company China State Engineering Corporation took over the highway upgrading work, the road upgrading work has not been completed for 6 years .
