Rajendra Pandey, the deputy leader of the United Socialist Parliamentary Party in the House of Representatives, has suggested to remove the chief secretary and secretary, who opposed the two-year 'cooling-off period' in the federal civil service.

He said that there will be a two-year 'cooling-off period' from the date of retirement or resignation by the government, and during that period, constitutional commission, diplomatic or other government appointments will not be held in the bill.

Pandey, who is also a member of the State Administration Committee, said, 'Meanwhile, the secretaries including the Chief Secretary went to the Prime Minister and demanded that all the secretaries resign at once! Pandey also said that there is a suspicion that Prime Minister KP Sharma Oli is now going to remove the 'cooling-off period' system. 'Even now, efforts are being made to stop it in the House. It has been heard that the Prime Minister is trying to back down, this cannot be tolerated," said Pandey. "If the committee has to pass it unanimously, it can be replaced by the majority of the parliament, but if the party leaders remove it under pressure, the country will not improve and the personnel system cannot be improved.

Pandey also said that it is inappropriate to remove the issue of passing the Civil Bill from the agenda of the Parliament on Tuesday.

Pandey says that the federal implementation will be hindered if the civil bill is not passed. He said that there is a staff problem in the state government as this bill is not passed. He said that in the past too, the government withdrew the Civil Bill after discussion in the Parliament and the effect of this was that there was a problem in the implementation of administrative federalism.
