Demanding the formation of a parliamentary or judicial inquiry committee in the case of visit visas, the RSVP surrounded the meeting of the House of Representatives on Sunday and shouted slogans. Although the opposition protested, Speaker Devraj Ghimire proceeded with the agenda of the meeting.

It is the second day that the RSVP has surrounded the 'Well' of the Parliament. Alleging the involvement of Home Minister Ramesh Akhtar in the visit visa case, the main opposition Maoists, opposition parties RSVP, RPPA, United Samajwadi Party and others have been protesting in the House of Representatives meeting since May 13.

On May 30, Maoist chief whip Hitraj Pandey and UML chief whip Mahesh Bertaula from the ruling party agreed on two points. After the agreement, the Maoists and the United Socialists have withdrawn from the opposition to the parliament, while the RSVP has reached "well".

It has been agreed between the main opposition and the ruling party to cooperate with the investigation being conducted by the authority regarding the visit visa. It has also been agreed between the two parties that the government will study and investigate to solve the problems seen in the past regarding immigration and visit visas and make concrete arrangements for policy, legal and structural reforms.

After getting the support of the main opposition Maoists, Speaker Ghimire has moved forward the proceedings of the House of Representatives as per the wishes of the ruling party. Even though the RSVP raised slogans and boycotted by the RPP, the Speaker continued the proceedings of the Parliament. In parliamentary practice, there is a practice of not continuing the meeting if even one MP from the opposition or the ruling party stands up and protests. Recently, Speaker Ghimire has continued this practice.

On Sunday, a bill was tabled in Parliament with a message received from the National Assembly regarding the 'Watercraft (Operation and Management) Bill', which originated in the National Assembly. Then, with the permission of the Speaker, Deputy Prime Minister and Finance Minister Bishnu Paudel presented a proposal for discussion on the budget. Parliamentarians of the government and the main opposition participated in the discussion. 

At the end of the meeting, the Chairman of the Public Order and Good Governance Committee, Ramhari Khatiwada, was allowed by the Speaker to submit the 'Committee Report on the Federal Civil Service Bill'. While the agenda of the House of Representatives was proceeding, the MPs of the RSVP were shouting slogans in "Well". They raised slogans such as investigation of visit visas, stopping of human trafficking, resignation of the Home Minister, maintenance of parliamentary dignity. 

RP MPs also protested by standing up from their seats. After the Speaker brought forward the agenda, the RPP boycotted the meeting itself. RPP chief whip Gyan Bahadur Shahi objected to the fact that the parliament meeting was held amid protests. "Is it proper to run the parliament like this when there is a movement in the parliament?" Shahi said, "Running the parliament like this is not a parliamentary practice." This is bullying. Stop bullying.' 

Shahi said that the meeting was boycotted because the speaker ignored the demands of the opposition. As many as 35 MPs raised their voices and the speaker ignored them. We boycotted the Parliament after the Speaker and the Parliament itself stood in favor of the mediator," he said. United Samajwadi MP Rajendra Pandey asked the Speaker to take initiatives to end the obstruction saying that the Finance Minister's statement was not heard due to the sloganeering going on at 'Well'. There was no way to run this assembly. Let's just make a decision and move on," he said. 

Maoist Deputy General Secretary Varshman Pun urged the ruling party not to go along the path of meeting the RASWP. "The main opposition party has come, now it (Raswapa) should not be thought to be able to pay," he said. Pun said that the ruling party and the speaker should be responsible for running the parliament. The Speaker is the guardian of the House. Create an atmosphere of dialogue. Let's create an environment to bring them to the discussion and put their views on the budget,'' he said. UML and Congress MPs who spoke at the

meeting criticized the RSVP. UML MP Bhim Acharya termed the sloganeering by the RSVP in 'Vel' as a 'sweet tune'. "In Vel, the RSVP has played a sweet tune and helped me in my speech. He also sat down and rested for a while," he said.

He requested to participate in the discussion on the budget as he had already presented his content in the House. Reminding that the government is formed and collapsed only by the arithmetic of Parliament, Acharya said that slogans should not be raised from 'well'. Congress leader Shyamkumar Ghimire commented that RSVP cannot teach ethics.
